About The Position

WSP is seeking a full-time Communications Network System Engineer to support the 6th Avenue / 63rd Street Communications Based Train Control (CBTC) Project in New York City. Working under the Project Management Consultant’s Data Communications Systems (DCS) Design Manager, this position provides technical leadership, coordination, and oversight of the Design-Builder’s DCS design, procurement, installation, testing, commissioning, and closeout activities. The role helps ensure that Train Control Systems communications work is coordinated with CBTC/TCS, signals, track, traction power, operations, safety, quality, and maintainability requirements. The position calls for multidisciplinary design-management experience and practical knowledge of rail-transit infrastructure and design-build delivery. The engineer will direct discipline reviewers, assess interfaces and constructability, identify risks, and provide recommendations to the Program Management Team and MTA stakeholders. The position requires at least four days per week onsite at the client’s office and/or project office in New York City. Occasional travel may be required. Relocation assistance is not available, and the position is contingent upon client approval of candidates submitted by WSP.

Requirements

  • Bachelor’s or Master’s degree in Computer Science, Electrical Engineering, Information Technology, or a related discipline with a focus on communications technologies.
  • At least 10 years of experience in network communications or IT.
  • Experience implementing and integrating redundant, multi-client server environments.
  • Experience applying cybersecurity principles, including secure multi-zone-to-trusted-conduit architecture models.
  • Experience with Microsoft Office, including Word, Excel, Visio, and PowerPoint.
  • Technical writing, analytical, and communication skills.
  • Detail-oriented approach with an emphasis on quality work products.
  • Project management experience leading initiatives from review to completion, including schedule integration, testing, and network system commissioning.
  • Ability to work in the United States immediately.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety, drug/alcohol, and harassment policies.
  • Basic leadership abilities, including coordinating cross-functional teams and delivering on schedule.
  • Strong communication and interpersonal skills, with the ability to engage effectively with clients, partners, and internal stakeholders.

Nice To Haves

  • Master’s degree in engineering, architecture, construction management, or a related field.
  • Strong grasp of communications/network engineering principles, including requirements management, architecture design, and system validation.
  • Knowledge of network designs supporting CBTC deployment and their practical applications.
  • General knowledge of cellular networks and cellular network core implementation using software-defined, cloud-native, and virtualized functions for services such as user authentication, policy enforcement, and data routing.
  • Experience supporting MTA Construction & Development and New York City Transit projects.
  • Experience on complex brownfield rail-transit projects with active passenger service, constrained access, multiple interfaces, and staged cutovers.
  • Experience leading technical teams on design-build programs and supporting change management, risk management, claims avoidance, and schedule recovery.
  • Familiarity with requirements-management, document-control, and project-management systems used on major infrastructure programs.
  • Familiarity with New York-area transportation agencies, including MTA, Amtrak, LIRR, MetroNorth, NJT, NYCT, and PANYNJ, and their technical approaches.

Responsibilities

  • Provide technical and managerial leadership for all TCS Data Communications System elements of the project under the direction of the TCS Design Manager.
  • Direct and coordinate multidisciplinary technical reviewers and subject-matter experts; consolidate comments and ensure review responses are clear, consistent, timely, and aligned with contract requirements.
  • Review Design-Builder submittals, design packages, calculations, specifications, drawings, shop drawings, RFIs, technical memoranda, construction work plans, test procedures, and closeout documentation.
  • Confirm compliance with project requirements and design criteria, Design-Build Contract requirements, MTA/NYCT standards, codes, regulations, permits, and Authority Having Jurisdiction requirements.
  • Manage interfaces among TCS disciplines and with CBTC/train control, communications, track, traction power, operations, safety, systems assurance, testing and commissioning, and existing infrastructure.
  • Identify design gaps, clashes, scope boundaries, constructability concerns, operational constraints, long-lead items, and integration risks; develop recommendations and track issues through resolution.
  • Assess the Design-Builder’s design approach, technical deviations, substitutions, value-engineering proposals, and proposed changes for impacts on safety, quality, cost, schedule, operations, maintainability, and system performance.
  • Support requirements traceability, interface-control documentation, design maturity assessments, configuration management, and verification and validation for non-TCS systems.
  • Coordinate reviews, approvals, and issue resolution with MTA C&D, NYCT user and maintenance groups, MTA Code Compliance, FCC, utilities, and other Authorities Having Jurisdiction as required.
  • Facilitate or participate in design-progress meetings, multidisciplinary coordination workshops, constructability and risk reviews, submittal/RFI reviews, schedule reviews, and Design-Builder progress meetings.
  • Monitor DCS communications design, construction and integration schedules, submittal status, procurement, installation readiness, testing progress, and completion milestones; elevate issues that may affect project delivery.
  • Coordinate with contract-compliance, quality, safety, commercial, project-controls, operations, and testing and commissioning teams to maintain a consistent oversight position.
  • Support field verification, installation reviews, nonconformance resolution, punch-list development, testing, commissioning, systems turnover, operations and maintenance manuals, training, as-built documentation, spare parts, and final acceptance.
  • Maintain technical records, decision logs, interface and issue logs, action trackers, and supporting documentation for change management and potential claims.
  • Prepare technical briefings, recommendations, status reports, and escalation materials for project leadership.
