The Database Engineer (DBE) will work with a specific mission using Oracle databases, providing technical expertise for database design, development, implementation, information storage and retrieval, data flow, and analysis. This role involves developing relational and/or Object-Oriented databases, database parser software, and database loading software. The DBE will project long-range requirements for database administration and design, and is responsible for developing a database structure that fits into the overall architecture of the system under development, making trade-offs among data volumes, number of users, logical and physical distribution, response times, retention rules, security, and domain controls. The DBE works primarily at the front end of the lifecycle, from requirements through system acceptance testing and Initial Operational Capability (IOC). This includes developing requirements from a project's inception to its conclusion for a particular business and Information Technology (IT) subject matter area, assisting with recommendations for, and analysis and evaluation of systems improvements, optimization, development, and/or maintenance efforts. The role also involves translating a set of requirements and data into a usable document by creating or recreating ad hoc queries, scripts, and macros; updating existing queries, creating new ones to manipulate data into a master file; and building complex systems using queries, tables, Open Database Connectivity, and database storage and retrieval using Cloud methodologies. The Level 3 Database Engineer (DE) shall possess capabilities to support database design, development, implementation, information storage and retrieval, data flow and analysis activities, as well as the analysis and evaluation of system improvements, optimization, development, and/or maintenance efforts. They will also support the development of long and short-term requirements for database administration and design, assist in developing databases, database parser software, and database loading software, and translate a set of requirements and data into a usable database schema. The Level 3 DE will lead the development of database structures that fit into the overall architecture of the system under development and lead the development of databases, database parser software, and database loading software. They will also develop requirement recommendations from a project's inception to its conclusion for a particular Business and IT subject matter area and develop a database structure that fits into the overall architecture of the system under development, making trades among data volumes, number of users, logical and physical distribution, response times, retention rules, security, and domain controls.
