About The Position

Crystal Management is seeking an experienced Data Architect/QA Tester to join our team on a full-time basis to provide unparalleled support to our US Army Corps of Engineers (USACE) customer on the Project Management Information System (PROMIS) business system modernization effort. The PROMIS program is an effort to modernize a legacy portfolio and project management systems to a new COTS-based suite of tools operating in a FedRAMP-compliant cloud environment, using a data-centric approach. PROMIS interfaces with a half dozen other USACE systems.

Requirements

  • Bachelor's degree in a computer discipline or relevant certification with equivalent experience required.
  • DoD 8570 compliant IAT Level 2 baseline certification (e.g., CCNA-Security, CySA+, GICSP, GSEC, Security+ CE, CND, or SSCP) or higher certification required within 6 months
  • Minimum of 7+ years of similar proven working experience
  • Strong knowledge of database structured systems and data management
  • Familiarity with programming languages APIs, RESTful, and SOAP
  • Database experience required
  • Problem-solving skills and ability to think algorithmically
  • Working knowledge of test management software and SQL
  • Ability to work productively remotely in a virtual working environment
  • Must be able to obtain Secret clearance.

Nice To Haves

  • Active Secret clearance is preferred.

Responsibilities

  • Design and maintain logical and physical data models supporting migration from legacy construction systems (e.g., RMS) to CMP (Kahua).
  • Analyze legacy database schemas, DDL, and data structures to identify required data elements, relationships, and transformation logic.
  • Develop and support data migration scripts, queries, and validation procedures to ensure data accuracy, completeness, and traceability.
  • Support data integrations and interfaces between CMP and external Army Information Systems (e.g., CEFMS, PROMIS, CMA², ACWS).
  • Execute data analysis, remediation, and migration support activities through USACE-managed ticketing systems.
  • Support the development and execution of data migration and data exchange strategies across development, test, staging, and production environments.
  • Validate data integration and exchange behavior during pilot, incremental, and pre-production migration activities.
  • Review and analyze user stories, technical requirements, and integration use cases for feasibility and architectural alignment.
  • Ensure database designs, migration approaches, and integrations comply with U.S. Federal, DoD, Army, and USACE IT policies and security requirements.
  • Recommend improvements to database architectures, migration processes, and integration patterns, including cloud-based solutions.
  • Prepare and maintain technical documentation, including data models, mapping artifacts, migration runbooks, and validation results.
  • Provide ongoing data architecture and migration support during cutover, go-live, and post-deployment stabilization
