About The Position

The OAG is seeking a visionary and strategic leader to serve as Database and Development Manager, guiding the modernization of the IT platforms that power critical legal operations across Maryland. This is a high-impact leadership role at the intersection of technology and public service, offering the opportunity to shape the future of justice delivery through innovation. The IT division is led by a Director and Deputy Director and includes a team of nine skilled IT professionals. The team is structured into three specialized groups: Networking, DevOps, and IT Support. Together, they provide comprehensive IT services to approximately 450 Central Office staff and support many aspects of IT operations for an additional 650 OAG employees embedded within various State agencies across Maryland. In this pivotal role, you’ll oversee the day-to-day operations and strategic evolution of our database infrastructure and software development efforts. You’ll lead a talented team of Database Specialists and Developers, fostering a culture of innovation, collaboration, and continuous improvement. Your work will directly support the legal teams that protect Maryland’s citizens and uphold justice. This is more than a technical leadership role, it’s an opportunity to make a meaningful impact.

Requirements

  • Bachelor of Science in Management Information Systems, Computer Science, or a related field
  • Five years of experience managing an IT project portfolio in a production environment
  • Five years of experience managing, designing and/or developing database systems and producing database reports
  • Advanced proficiency in Structured Query Language (SQL)
  • Strong written and verbal communications and customer service skills

Nice To Haves

  • PMP or CAPM Certification
  • Experience with Full Stack Development
  • Experience in the legal field related to case management, document management and eDiscovery systems
  • Supervisory experience

Responsibilities

  • Lead and mentor a high-performing DevOps team, setting clear goals and driving project success.
  • Manage multiple concurrent projects, ensuring timely delivery, alignment with organizational goals, and effective resource allocation.
  • Modernize and manage mission-critical systems, including case management, document management, and eDiscovery platforms.
  • Shape the future of OAG’s IT landscape by developing and implementing policies, procedures, and standards that promote efficiency and innovation.
  • Drive procurement and vendor strategy, including preparing RFPs, evaluating proposals, and ensuring contract compliance.
  • Collaborate cross-functionally with senior leadership, vendors, and system users to solve complex challenges and deliver impactful solutions.
  • Contribute to strategic planning, including IT budgeting and the development of the agency’s master technology plan.
  • Champion user success by overseeing training programs and ensuring smooth adoption of new systems and tools.
