Performs complex (journey-level) Oracle database administration work. Work involves planning, developing, maintaining, monitoring, testing, and issue resolution for databases. Coordinates with service provider and application groups to install new versions, new enhancements, and newly released databases. Monitors applications for space utilization on test, development, and production environments. Monitors database performance and adjust as required to maximize efficiency. Works with service provider and IT Applications team to set up production jobs, schedule jobs, monitor jobs, and performance tune the jobs that run with job schedulers. Archives, restores, and recovers databases as required. Creates and maintains appropriate documentation. Evaluates and recommends database software packages for potential acquisition. Evaluates and implements database policies and procedures; Develops goals and objectives for the use and improvement of an efficient and cost-effective database system. May train others. Works under the general supervision of the IT Application Services Director, with moderate latitude for the use of initiative and independent judgment.

Requirements

Three years of database administration experience in Oracle database.
Knowledge of the principles, practices, and techniques of computer databases, programming, and systems design.
Knowledge of computer operations, systems, and procedures.
Knowledge of project and cost estimating techniques.
Knowledge of computer programming languages.
Knowledge of data processing flowcharting techniques.
Knowledge of database structures and theories.
Knowledge of current database technologies.
Knowledge of data analysis and evaluation techniques.
Skill in use of a computer and applicable software.
Skill in Database Administration of Oracle.
Skill in monitoring database performance.
Skill in finding root causes of problems and quickly determining efficient solutions.
Skill in complex problem solving and critical thinking.
Ability to proficiently manage relational databases (e.g., SQL Server, Oracle).

Nice To Haves

Bachelor’s degree or higher in a technology related field is preferred.
Experience in cloud migration preferred.

Participates in the planning, design, administration, operation, monitoring, maintenance, user security, and system parameter settings for databases.
Coordinates backup, restore, and recover tasks that apply to production, development, and test databases.
Evaluates users' requests for new data elements, data systems, data migration, and data integration.
Provides input and analysis to other teams regarding database related topics and decisions.
Sets-up views, roles, stored procedures, and database links to allow use of databases.
Creates tables and provides the data required to fulfill requests.
Assists customers and other groups in troubleshooting, testing, and resolving database issues.
Develops standards, guidelines, policies, and procedures designed to ensure the integrity of the database environment.
Ensures audit and security standards are adhered to and documented appropriately.
Maintains data integrity and security.
Creates and maintains data dictionaries.
Participates in security and risk evaluations for applications.
Maintains practices within established policies, regulations, and guidelines.
Other duties as assigned.
May include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
Such participation may require an alternate shift pattern assignment and/or location.
