About The Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Huachuca, AZ and serves as a Data Scientist. Duties include applying advanced data science, statistical, mathematical, and computational theories, methods, and practices to analyze highly complex problems affecting cyber. Adapting analytical models and techniques (i.e. machine learning, artificial intelligence, data mining, and visualization) to produce reliable and defensible analytic results for decision-making. Serving as an expert leading highly complex analytical projects across unclassified and classified environments within tactical and strategic IT settings. Evaluating multi-disciplinary issues with network systems, big data platforms, and security to assess network performance, control, resilience, and mission impact supporting the mission. Analyzing advanced research techniques and science-based analytical methods to provide evaluation and briefings for leadership. Transforming data from network sensors, enterprise systems, operational repositories and other authorized sources into actionable information for decision-support products. Conducting ongoing evaluation and monitoring of decision-support systems, analytical models, and statistical methods to assess mission performance. Recommending strategies for data collection, integration, retention, governance, access, and quality management. Applying business metrics, performance measures, and analytical frameworks to identify, assess, validate, and monitor opportunities for improvement and performance. Coordinating with data owners to ensure the data used in analytic efforts complies with applicable legal, regulatory, privacy, record management, and information security requirements. Independently determining resource requirements for assigned projects, and reviewing technical reports, summaries, and briefs for senior leadership.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be capable of passing periodic Counter-Intelligence Polygraph (CI Poly) examinations with No Deception Indicated (NDI).
  • Work may occasionally require travel away from the normal duty station up to 15% of the time.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.
  • Appointment to this position does not confer competitive status.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
  • While serving a probationary period the incumbent can be terminated with limited appeal rights.
  • Basic Requirement for Data Scientist: A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.

  • GG-11 Qualifying Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Collaborating with data owners and stakeholders to ensure data used in analytic efforts comply with legal, regulatory, and security requirement. 2. Extracted raw operational dataset using Python/SQL to prepare data for routine statistical analysis and reports. 3. Researching standard machine learning framework to well-defined problems in support of information technology and network-related mission. 4. Assisted in predictive model and algorithms for the command.
  • GG-12 Qualifying Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Applying data science and statistical methods to analyze multi-disciplinary cyber and enterprise systems problems. 2. Assisting in developing machine learning and data mining models to identify trends form the command. 3. Implementing analytics and research techniques for information system and network mission capabilities. 4. Assisting in the design, testing and implementation of basic predictive models and algorithms.
  • GG-13 Qualifying Experience: To qualify based on your experience, your resume must describe one years of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Applying advance data science, mathematical, and computational theories, methods, and practices to analyze highly complex problems affecting cyber. 2. Adapts analytical models and techniques (i.e. machine learning, artificial intelligence, data mining, and visualization) to produce reliable and defensible analytic results for decision-making. 3. Evaluating multi-disciplinary issues within network systems, big data platforms, and security to assess network performance, control, resilience, and mission impact. 4. Developing machine learning and data mining models (i.e. descriptive, diagnostic, predictive, and prescriptive analytic) to identify trends/risk for command planning and budget requirements.
  • Must be able to obtain and maintain a Top Secret with SCI security clearance.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
