About The Position

Denver Economic Development and Opportunity (DEDO) is seeking a Data Quality & Compliance Analyst to ensure workforce service providers meet contractual, regulatory, fiscal, and performance expectations. This role involves managing complex contracts, overseeing program data, developing training and guidance, and collaborating with internal teams and external organizations. Requirements

  • Bachelor's Degree in Business Administration, Public Administration, Finance, Management, or a related field.
  • Three (3) years of progressively responsible professional experience in administrative, management, and operational analysis work which must have included analyzing management problems and recommending solutions and implementation strategies.
  • Strong written and verbal communication skills, including the ability to present and simplify complex data.
  • Advanced Excel skills and comfort with multiple data systems.
  • Ability to work under pressure and meet strict deadlines.
  • Experience analyzing economic/workforce data and producing performance‑related reports.
  • Knowledge of WIOA performance requirements and workforce development programs.
  • Experience in workforce development, economic development, human services, quality assurance, auditing, compliance, or a related field.
  • A proactive, collaborative, and analytical mindset.
  • One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • Valid work authorization that does not require sponsorship of a visa for employment authorization in the U.S.

Responsibilities

  • Manage the full contract life cycle—SOW (Scope of Work) development, negotiation, amendments, modifications, and compliance alignment with budgets, policies, and federal guidelines.
  • Oversee service providers by reviewing documentation, invoices, data entry, and participant files to ensure regulatory and programmatic compliance.
  • Lead monthly partnership reviews, provide technical assistance, develop corrective action plans, and conduct quarterly site visits.
  • Create, deliver, and maintain training, guidance, SOPs (Standard Operating Procedures), and tools for internal staff and contracted partners.
  • Conduct research, data analysis, and performance reviews to identify trends, evaluate service delivery, and support operational decision‑making.
  • Collaborate with Workforce Partnerships staff to review and interpret state/local policies and ensure timely implementation by providers.
  • Participate in cross‑departmental workgroups, committees, audits, and monitoring engagements.
  • Monitor, interpret, and analyze data across multiple systems of record, including Connecting Colorado, Salesforce, Workday, Zengine, and complex Excel‑based datasets.
  • Serve as a technical data subject‑matter expert—guiding colleagues on data systems, data interpretation, reporting, and emerging trends.
  • Develop comprehensive dashboards and reports to track program quality, outcomes, enrollments, and performance.
  • Update and monitor quality management plans for the Denver Workforce System.
  • Provide recommendations for system-of-record enhancements and support continuous improvement initiatives.
  • Research best practices, laws, and industry trends to develop recommendations, solutions, and implementation plans.
