About The Position

The Data Quality and Analytics Specialist will support SKALA and its government counterparts, particularly BAPPENAS and the Ministry of Home Affairs (KEMENDAGRI), by providing technical expertise and quality assurance in data management, data integration, interoperability, and analytics to support the continued development of the SEPAKAT application and SKALA's broader evidence-based planning agenda. The Consultant will contribute to the enhancement and quality assurance of SEPAKAT's analytical modules by utilizing a wide range of data sources, including macro-level socio-economic datasets (e.g. SUSENAS and SAKERNAS), micro-level socio-economic data (DTSEN), and sectoral administrative data from ministries and government agencies, such as Dapodik, BPJS, disaster risk, climate resilience, and regional fiscal (APBD) datasets. The work will include reviewing data quality, analytical methodologies, indicators, calculations, visualizations, and analytical outputs to ensure that analyses are accurate, consistent, reliable, and fit for evidence-based planning and decision-making. The Consultant will also support the development of cross-system and cross-sectoral analyses to strengthen the interoperability of SEPAKAT with other government information systems and digital platforms at both the national and subnational levels, including SIPD, SIKD, and e-SPM. This will involve conducting data mapping, interoperability assessments, analytical validation, and other technical analyses required to ensure the accurate, consistent, and effective exchange and utilization of data across systems.

Requirements

  • Bachelor degree in Economy, Development Study, Statistics with a minimum of 9 years’ experience in data analysis, research, data science including for its utilization in local planning and budgeting.
  • Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
  • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
  • Proficiency in statistics and statistical packages like Excel, STATA, SPSS to be used for dataset analysis
  • Adept at using data processing platforms
  • Excellent interpersonal skills and written and verbal communication skills.
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.

Responsibilities

  • Manage and analyse large national datasets, including SUSENAS, SAKERNAS, DTSEN/Regsosek, and sectoral administrative datasets, by extracting, cleaning, transforming, validating, and integrating data to support evidence-based planning and decision-making.
  • Conduct statistical, spatial, and cross-sectoral analyses to identify trends, patterns, disparities, and correlations across socio-economic and administrative datasets, producing analytical outputs to support national and subnational planning, budgeting, and service delivery.
  • Apply appropriate statistical methods and analytical techniques to generate evidence supporting SKALA's objective of several thematic issues such as access to Minimum Service Standards (SPM), GEDSI, Impact of Sea level rise, for poor, vulnerable, and marginalized populations.
  • Conduct quality assurance and quality control (QA/QC) of datasets, analytical methodologies, indicators, calculations, dashboards, and analytical outputs within the SEPAKAT and SIPD platform to ensure data accuracy, consistency, reliability, and fitness for purpose.
  • Develop and maintain analytical dashboards, visualizations, and reporting products using appropriate business intelligence and data visualization tools to effectively communicate insights for executive and technical audiences.
  • Support the design, development, testing, and quality assurance of executive dashboards by integrating DTSEN with national information systems, including SIPD, SIKD, e-SPM, and sub-national portal data.
  • Support the implementation of data interoperability between SEPAKAT and other government information systems, particularly SIPD and SIKD by conducting data mapping, metadata alignment, interoperability testing, analytical validation, and technical assessments to ensure effective data exchange.
  • Provide technical analysis and evidence to support SKALA's national and provincial activities, including thematic analyses on poverty, public service delivery, fiscal performance, climate resilience, disaster risk, and other development priorities as required.
  • Work collaboratively with the SKALA GEDSI team to analyse and interpret gender, disability, and social inclusion (GEDSI) data, ensuring relevant indicators and analytical outputs accurately reflect the conditions and needs of women, persons with disabilities, and other vulnerable groups.
  • Collaborate with programmers, system developers, and data engineers to improve analytical modules, data pipelines, interoperability functions, and data quality processes within the SEPAKAT platform.
  • Contribute to the continuous improvement of analytical methodologies, documentation, metadata, and quality assurance processes to strengthen the sustainability and usability of SEPAKAT's analytical products.
  • Perform other related duties as requested by SKALA.
