Requirements

  • At least five (5) years of relevant experience in data management and analytics OR A combination of related education and/or relevant experience in data management and analytics equal to at least five (5) years.
  • Must meet minimum qualifications to continue in the selection process.

Responsibilities

  • Responsible for monthly processes, straightforward projects, and data-driven assignments as directed by the supervisor.
  • Responsible for obtaining, checking, preparing, and populating confidential departmental and statewide data from multiple sources into existing databases and reports.
  • Responsible for ongoing data management for established processes, and performing ad hoc data requests as needed.
  • Defining needs, collecting and cleaning data, and mining and analyzing data to produce reports or responses.
  • Maintaining databases to support the data needs of section staff.
  • Managing documentation of processes performed by the unit.
  • Performing intermediate level data procedures of established processes with documented, or mostly documented guidelines and steps, handling much of the unit’s routine, non-complex monthly reporting processes with a focus on process improvement and efficiency building.
  • Acquiring a solid understanding of the statewide data resources utilized by the unit including, but not limited to the State’s payroll & benefits administration systems, state pay plans, employee data warehouse, the unit’s statewide workforce data, etc.
  • Assisting in performing quality control checks on database material and deliverables of peers.
  • Managing data and organizing sources into integrated data query systems.
  • Leveraging acquired knowledge to assist with navigating data management impacts due to an upcoming transition to a new state payroll system, preparing for changes that will be necessary to continue the unit duties, seamlessly.
  • Querying data from statewide data sources and completing a variety of data requests and Colorado Open Records Act (CORA) responses related to workforce information.
  • Keeping current on State HR and data system structures, processes, and procedures.
  • Minimally designing and/or assisting with the design of data systems and analytical processes necessary to generate accurate and adequate reporting stemming from new business needs.
  • Contributing to the development of the annual workforce report.
  • Performing other ad-hoc requests as assigned.
  • Working with a number of large relational databases to extract, clean, and analyze meaningful data.
  • Independently developing methodologies for standard analyses with known or currently understood issues.
  • Working with different entities to streamline the data transfer process between DPA, OIT, and institutions of Higher Education, as necessary.
  • Assisting with duties related to HRIS and the State’s Step Pay Program to ensure accurate, valid, and consistent data and reporting.
  • Assisting Analytics Supervisor by delivering data summaries for inclusion in management dashboards if needed.
  • Designing and maintaining surveys within Google forms, or similar programs if needed.
  • Assisting with Excel training classes offered to department personnel.
  • Working with internal staff (analytics, budget, and accounting) to formulate, investigate, develop, and implement improvements to processes related to the Department's workforce or payroll data.
  • Serving as the primary contact on network and Google drive organization and maintenance.
  • Leading the unit’s Standard Operating Procedure (SOP) inventory, by performing light document control procedures and initiating routine SOP maintenance efforts across the unit.
  • Training unit members on how to properly initiate revisions, publish new versions, properly archive, and update the SOP inventory in the FSU process document log.
  • Assisting with building a unit toolkit of information covering the unit's overall datasets and utilized data fields, including the alignment and cross-referencing of all standard operating procedures generated by the unit, core functional duties and the datasets themselves.
