About The Position

Leads the design, implementation, and operation of the ClaimsCore program’s data governance ecosystem. Establishes governance standards, procedures, and decision-making structures that ensure consistent, high-quality data across legacy and modernized platforms. Oversees cross MAC coordination, facilitates executive level governance activities, and maintains the program’s RACI to ensure clear accountability. Drives alignment with CMS data collaboration requirements and enables timely, transparent issue resolution to support effective program delivery.

Requirements

  • Minimum of 8 years with BS/BA; 3 years with MS/MA
  • Demonstrated experience leading data governance or enterprise data management initiatives within large, complex Federal or healthcare programs.
  • Experience developing and operationalizing governance frameworks, decision making structures, and escalation processes.
  • Strong understanding of CMS data environments, data standards, and multi contractor collaboration requirements.
  • Experience facilitating governance boards, executive level forums, and cross organizational working groups.
  • Experience integrating or overseeing governance across legacy systems and modernized platforms.
  • Knowledge of data management domains including metadata management, data quality, master data, and data stewardship.
  • Experience working within Agile environments and supporting governance alignment with iterative delivery models.
  • Ability to communicate effectively across technical and nontechnical stakeholders, both verbally and in writing.
  • U.S. Citizenship Required.
  • Ability to obtain and maintain a Public Trust clearance.

Nice To Haves

  • Experience working with CMS, MACs, or Federal Healthcare programs.
  • Experience with enterprise governance tools or platforms (e.g., Collibra, Informatica Axon, or similar).
  • Knowledge of regulatory requirements such as HIPAA and Federal information security standards.
  • Experience with data architecture, data modeling, or enterprise information management.
  • Experience leading governance for programs undergoing modernization or cloud migration.
  • Relevant certifications (e.g., CDMP, Data Governance & Stewardship Professional certification, or similar).

Responsibilities

  • Leading the governance framework for the ClaimsCore Program, establishing and maintaining governance processes, decision-making structures, and escalation procedures.
  • Coordinating Executive Governance Board (EGB) meetings, ensuring timely preparation of materials, documentation of decisions, and tracking of follow-up actions.
  • Managing cross MAC issue resolution processes and facilitating alignment across stakeholder organizations.
  • Ensuring governance alignment with CMS collaboration requirements, program standards, and Federal data management expectations.
  • Developing and maintaining the program’s RACI Matrix within 30 days of onboarding and updating it as required to reflect organizational and process changes.
  • Establishing data governance controls, standards, and best practices to support high quality data, consistent use of data elements, and reliable reporting across program components.
  • Supporting integration of legacy data environments into modernized platforms, ensuring consistent governance across hybrid architectures.
  • Developing and maintaining governance documentation, operating procedures, and process workflows to support effective program delivery.
  • Facilitating enterprise level data governance forums, working groups, and decision boards to resolve data quality, data ownership, and metadata management issues.
  • Collaborating with technical, functional, and business teams to enforce data management policies, steward data assets, and ensure alignment with enterprise data strategies.
  • Monitoring governance process performance and recommending improvements to increase efficiency and transparency.
  • Providing guidance and oversight on data quality, metadata, master data, and data lifecycle management practices.
  • Ensuring compliance with CMS, Federal, and program specific data privacy, security, and records management requirements.
