Requirements

  • Bachelor’s degree in data management, information systems, computer science, engineering technology, or related field.
  • 3+ years in data governance, data management, or business intelligence.
  • Advanced SQL skills for query writing, performance tuning, and large-scale data transformations.
  • Hands-on experience with cloud data warehouses (Google BigQuery) and enterprise data modeling.
  • Proficiency in BI tools: Looker Studio, Power BI, Tableau.
  • Expertise in data governance, data quality management, metadata management, data lineage, ETL/ELT processes.
  • Strong documentation and clear communication skills for technical and non-technical audiences.

Nice To Haves

  • Experience with Google Cloud Platform: BigQuery, Cloud Storage, Dataflow, Composer.
  • Python or similar scripting for analysis, automation, and pipeline support.
  • Building governed analytics environments and reusable data models.
  • Advanced Looker Studio development, including blending and parameter controls.
  • Implementing automated data quality monitoring and governance dashboards.

Responsibilities

  • Establish and enforce data standards, definitions, and quality rules to optimize enterprise data usage.
  • Maintain comprehensive metadata, data documentation, and governance records for audit and compliance.
  • Monitor and improve data quality across engineering, environmental, construction, GIS, HR, and project delivery systems.
  • Collaborate with stakeholders to resolve data issues and enhance data entry practices.
  • Design, build, and manage technical BI datasets and dashboards from complex data pipelines.
  • Support system integrations by reviewing data structures and implementing schema, API validation, and lineage analysis.
  • Develop and optimize dashboards and reports for program performance, regulatory, and operational insights.
  • Document data assets including data dictionaries, mappings, and transformation logic.
  • Drive statewide data governance initiatives, policies, and best practices.
  • Partner with data engineers, analysts, and business users to ensure data reliability, accessibility, and usability.
