About The Position

The Texas Department of State Health Services (DSHS), Birth Defects Epidemiology and Surveillance Branch (BDESB), is seeking a temporary Developer/Programmer Analyst III to support needs assessment, programming automation, and system integration for electronic case reporting (eCR), data interoperability, and modernization activities for the Texas Birth Defects Registry (TBIRDS). The role will assess business requirements for electronic initial case report (eICR) ingestion and identify ways to auto-populate selected registry fields to expedite record abstraction. It will also lead efforts to automate branch processes, including clinical case review, and develop dashboards supporting eCR implementation and data modernization. The position primarily develops automated processes to extract, validate, and use eICR data. The contractor will work with BDESB program, epidemiology, and technical staff to evaluate, identify, document, and implement programming solutions that reduce manual data review, improve eCR data usability, and support electronic health data interoperability with existing surveillance systems and workflows. The role is a five-month contract with extension, based in Austin, Texas. It is hybrid, with four remote days and one required onsite day each week; onsite requirements may change. Candidates must already live in Texas and within 50 miles of Austin. An in-person interview is required, and candidates must be able to work without visa sponsorship.

Requirements

  • At least 8 years of experience developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming-language scripts.
  • At least 8 years of experience with system integration, dashboard creation, and automation to improve interoperability workflows.
  • At least 8 years of experience working with structured or semi-structured health, public health, or other complex administrative data, and knowledge of databases and database querying.
  • At least 8 years of experience developing reports that document system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • At least 8 years of experience testing and validating automated data-integration solutions.
  • At least 8 years of experience documenting code and technical specifications for improved workflows and procedures.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical concepts to technical and nontechnical staff and work collaboratively with others.
  • Must already reside in Texas and within a 50-mile radius of Austin.
  • Must be able to work without visa sponsorship.
  • Must be available for an in-person interview.

Nice To Haves

  • At least 2 years of experience with electronic case reporting (eCR/eICR), Electronic Health Records, Health Information Exchange, healthcare interoperability standards such as HL7, XML, or FHIR, or SNOMED CT or other clinical terminology standards.
  • At least 2 years of experience with SQL and relational databases, public health surveillance systems or registries, data linkage and matching, or development of automated data pipelines or ETL processes.

Responsibilities

  • Conduct a needs assessment to identify steps required for TBIRDS to ingest eICRs and auto-populate selected data fields.
  • Maintain documentation of programming scripts, workflows, validation procedures, developed solutions, and integration information to support sustainability and maintenance.
  • Develop a report or system requirements document describing the functions and workflows needed for TBIRDS interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or other statistical software programs for branch processes, including dashboards.
  • Automate and integrate relevant eICR data into TBIRDS to expedite processes such as clinical case triage and data ingestion.
  • Test and validate automated workflows, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot issues and refine programming solutions.
  • Support incorporation of electronic health data into existing birth defects registry workflows and assist with needs assessment and planning for eICR integration and other interoperability initiatives.
  • Collaborate with BDESB staff and technical partners to identify data and system requirements, document technical processes, identify limitations, and recommend future interoperability projects.
