About The Position

Salt Lake County is seeking a Data Governance and Integration Manager to lead the implementation of cross-sector data and technology efforts outlined in recommendations 22-25 of its Behavioral Health and Justice Action Plan. This plan is a ten-year, multi-faceted effort to transform how systems address behavioral health, criminal justice, and homelessness. This work reflects an alignment of internal momentum and external stakeholder support around a comprehensive, coordinated approach. Reporting to the Human Services Department Director and in partnership with the County Information Technology division, the Office of Criminal Justice and Homelessness Reform, as well as other county agencies, this position will lead the data and technology strategy, including data governance, integration, and standardization across behavioral health, jail, courts, law enforcement, pretrial and parole, prosecution, and defense agencies. This role will coordinate data-sharing across internal teams and external partners, including providers, the State of Utah, and municipalities, ensuring data are accurate, accessible, and actionable. It will also work closely with program data analysts to improve data utilization and reporting to improve care coordination for individuals as well as to evaluate program outcomes. This role requires strong organizational and people skills, attention to detail, ability to work in high-pressure and evolving circumstances, and the ability to communicate effectively with state, county, and municipal leaders as well as a broad spectrum of stakeholders. This position will not lead the technical implementation of the integration technology infrastructure but will partner with technology staff to identify and implement solutions. A strong understanding of behavioral health and justice systems is a big plus. Funding for this position has been approved for 5 years.

Requirements

  • Bachelor’s degree in public or business administration, data science, information systems, criminal justice, or a related field, plus five (5) years of progressively responsible experience in data governance, data management, data integration, project management, or leading complex data or technology projects; OR an equivalent combination of education and experience.
  • Ability to work in high-pressure and evolving circumstances.
  • Ability to communicate effectively with state, county and municipal leaders as well as a broad spectrum of stakeholders.
  • Strong organizational and people skills.
  • Attention to detail.

Responsibilities

  • Leads the design, development, coordination and implementation of an integrated cross-agency data infrastructure required to support the County’s Behavioral Health and Justice Reform initiatives.
  • Establishes a long-term vision for data integration and ensures alignment with county priorities, policy goals, and system-wide outcomes.
  • Serves as the County lead for cross-agency data collaboration, bringing together departments, state agencies, courts, law enforcement, service providers, and other partners to align data sharing practices and system objectives.
  • Develops and manages data governance structures, including policies, MOUs, procedures, and protocols related to data sharing, privacy, and data security.
  • Supports County’s work to evaluate, procure, implement, and maintain technology solutions that support an integrated data system.
  • Identifies gaps in existing data systems, data availability, and data quality and partners with IT to develop and implement solutions to improve data collection, integration, and analyses.
  • Oversees and coordinates the development of performance indicators, dashboards, reports, and other analytical tools to support monitoring of behavioral health and justice system outcomes.
  • Prepares data summaries, reports, and presentations for County leadership, advisory bodies, partner agencies, and other stakeholders.
  • Facilitates cross-agency meetings, working groups, and technical discussions related to data integration, system performance, and technology implementation.
  • Identifies gaps in data availability, quality and integration across systems and leads efforts to improve data reliability, standardization, and accessibility aligned with the behavioral health and criminal justice system.
  • Monitors emerging best practices, technology solutions, and national models related to behavioral health and criminal justice data integration.
  • Ensures compliance with federal, state, and local laws and regulations related to data privacy, confidentiality, and information security.
