About The Position

The Center for Population Health Data Science (CPHDS) is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected – and being actively used to protect and promote health and wellbeing of New Yorkers. Within CPHDS sits the Bureau of Data Technology and Strategy (BDTS), which houses the Data Governance Informatics Unit (DGIU) that this role will be in. Reporting to the Senior Director of Data Governance Strategy and Standards, you will oversee the implementation of data governance in the DOHMH Enterprise Data Platform (EDP) and other elements of data governance in DOHMH and manage data governance personnel in the Data Governance Informatics Unit (DGIU). One element of data governance in DOHMH that you will oversee is the supervision of the DOHMH Open Data Coordinator (ODC), who ensures that DOHMH is compliant with NYC Open Data Laws.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Responsibilities

  • Develop expertise about the Enterprise Data Platform (EDP) that CPHDS is building, and the data governance frameworks, policies, and regulations that govern the EDP. Create and maintain project plans and project trackers to ensure that progress on EDP data governance implementation is ongoing and that the Senior Director and leadership have visibility into progress and barriers.
  • Develops and/or oversees the creation of documents, presentations, workflows, policies, programs, and/or training that support data governance implementation in the EDP and in DOHMH more broadly. Ensure that the implementation of data governance in the EDP and DOHMH is strategically aligned with DOHMH, CPHDS, and BDTS priorities.
  • Collaborates with other CPHDS BDTS teams that are working on developing the EDP to ensure that data governance processes are integrated into the EDP.
  • Supervises the Data Catalog Specialist, Data Monitoring Analyst, and other DGIU staff to ensure that their work is aligned with CPHDS priorities and that they are performing required tasks according to timelines. Support them in acquiring new skills that further the DOHMH mission.
  • Collaborates with DOHMH Division of Information Technology (DIT) to advance technological needs related to data governance implementation in the EDP.
  • Supervises the DOHMH Open Data Coordinator (ODC). Ensures that the DOHMH ODC successfully completes timely and accurate Open Data deliverables, and coordinates and collaborates with stakeholders in DOHMH to gather information needed for these deliverables.
  • Ensures data governance implementation in the EDP properly balances the need for DOHMH to leverage health data while ensuring all related data privacy laws and regulations associated with that data are being followed.
  • Ensures data governance implementation in the EDP is aligned with any laws and regulations that protect the specific types of data that are in the EDP.
  • Collaborates with CPHDS and BDTS teams to develop and implement strategies for data governance that will bridge the technical data capabilities of DOHMH staff, DOHMH data systems, and public health impact.
  • Directs their staff to stay up-to-date with the latest scientific research on data governance practices and oversees and provides support to those staff on projects that will support DOHMH’s efforts to increase the availability of data.
