About The Position

Stefanini Group is hiring a Data Governance Analyst in Smyrna, DE. This role is hybrid, requiring the candidate to be within an hour of Smyrna. The Data Governance Analyst will be instrumental in enhancing the DPH's data governance framework, focusing on data accuracy, consistency, and reliability across systems. Key responsibilities include developing and maintaining data dictionaries, implementing data standardization practices, and managing metadata to facilitate effective data utilization and decision-making. The analyst will collaborate with various stakeholders, including epidemiologists, informaticists, data stewards, program leads, and IT staff, to document and harmonize data elements, and maintain data dictionaries and metadata repositories that promote transparency and accessibility. The ideal candidate should possess experience in data governance or health informatics, a strong understanding of data management tools, and the ability to effectively engage with diverse stakeholders.

Requirements

Bachelor's degree in information science, Computer Science, Database Management, Public Health, or a closely related field required.
3+ years of experience in data governance, data management, or related roles.
Strong command of SQL is must.

Nice To Haves

Master's degree in a related discipline preferred.
Strong understanding of data dictionaries, data standards, and metadata management frameworks.
Experience with data governance or metadata management tools (e.g., Collibra, Alation, Informatica, Purview or similar).
Python or R is highly valuable.
Experience working in healthcare, public health, or government data environments.
Familiarity with data privacy regulations (e.g., HIPAA, GDPR) and their implications for metadata and data standardization.

Responsibilities

Create, maintain, and update comprehensive data dictionaries to ensure clear definitions and business rules for critical data elements.
Work with subject matter experts and system owners to validate data definitions and ensure alignment across programs.
Provide training and documentation on the use and interpretation of data dictionaries.
Develop and implement data naming conventions, formatting rules, and coding standards to ensure consistency across systems.
Identify and resolve discrepancies in data standards across applications and workflows.
Provide training and technical support to staff on the use and importance of standardized data practices.
Support integration of standardized data definitions into system modernization projects, migrations, and interoperability initiatives.
Oversee the ingestion, storage, and secure archiving of data ensuring compliance with privacy regulations.
Design, implement, and maintain metadata repositories that capture data lineage, ownership, and usage across public health systems.
Develop standardized processes for metadata collection, cataloging, and updating to ensure consistency and accuracy.
Monitor metadata quality, identify gaps, and recommend improvements to enhance usability and compliance.
Provide training and consultation to staff on metadata practices, fostering a culture of data stewardship.
Collaborate with data governance committees to enforce policies, procedures, and guidelines related to data quality and integrity.
Monitor compliance with data governance standards and escalate issues as needed.
Support audits and reporting requirements by providing detailed documentation on metadata and data standards.
Create and run quantitative and qualitative analysis, track performance metrics and model data trends.
Build and maintain interactive dashboards using tools like Tableau or MS Power BI.
