About The Position

Under minimal supervision, this role is responsible for designing, developing, and supporting the County’s data infrastructure. The goal is to enable the County to connect, organize, and effectively utilize its existing systems and information. The position works directly with assigned business areas and alongside project managers and systems engineers to integrate line-of-business applications, automate data movement, and deliver reporting and analytics that support operational decision-making. This position is essential and personnel may be scheduled to work regardless of weather conditions and/or when general County offices are closed.

Requirements

  • Bachelor's Degree in Computer Science, Information Systems, Engineering, Data Science, or a related field.
  • At least five (5) years of previous experience in systems automation, data integration, data administration, data engineering, or data analytics; or any equivalent combination of education, training and experience.
  • Experience with enterprise cloud and productivity data platforms, such as Microsoft 365, Power BI, and Azure data services.
  • Experience automating data movement, validation, reporting, or operational workflows using scripts, APIs, integration platforms, or scheduled processes.
  • Experience working within a government or other regulated environment with formal data classification and compliance frameworks.
  • Knowledge of SQL, relational databases, and data modeling.
  • Ability to develop and support ETL/ELT processes, APIs, and scripts (such as Python) in production or other critical environments.
  • Ability to frame work application and repository interconnects, facilitating information ingestion across dissimilar systems.
  • Ability to develop dashboards, reports, and analytics solutions using modern business intelligence tools and industry-leading SaaS analytics platforms.
  • Knowledge of data governance, quality, and security principles.
  • Ability to manage multiple projects, collaborate with stakeholders of varying technical backgrounds, and verify data pipeline services following patching or maintenance activities.
  • Ability to comprehend, interpret, and apply regulations, procedures, and related information.
  • Ability to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities.
  • Ability to effectively communicate and interact with supervisors, members of the public, and all other groups involved in the activities of the department.
  • Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.
  • Ability to use independent judgment and work with little direct supervision as situations warrant and as part of a team.

Responsibilities

  • Meets with assigned business-area stakeholders to understand operational workflows and determine workflow, integration, reporting, and analytics needs, translating those needs into technical requirements.
  • Designs, develops, and maintains data pipelines and integrations that move data between business systems automatically, reducing manual and duplicative data entry.
  • Configures applications to enable reliable data output while working with assigned business areas to structure, catalog, and organize their data and extend the value of existing platforms.
  • Contributes to the design and buildout of a centralized data repository supporting cross-functional reporting and analytics.
  • Develops and maintains dashboards and reporting products that replace disconnected, manually maintained spreadsheets with shared, current views of operations.
  • Prepares, organizes, and structures organizational data to support approved enterprise analytics and AI tools with well-governed, reliable inputs.
  • Implements data validation, refinement, and cleansing controls to ensure accuracy, consistency, and reliability across connected systems.
  • Applies the governance, security, retention, and compliance requirements applicable to the assigned business area, including the appropriate handling of sensitive and regulated data.
  • Coordinates with vendors on data access, extracts, and interfaces for hosted and third-party systems.
  • Documents data flows, models, and integration architecture and communicates technical concepts clearly to non-technical stakeholders.
  • Performs other related duties as required.
