Data Engineer

ECHELON SERVICES LLC•Washington, VA
•$150,000 - $200,000

About The Position

The Data Engineer supports enterprise Zero Trust service delivery to mission partners, primarily by onboarding mission applications to enterprise Zero Trust services. The role works directly with application teams to develop use cases and repeatable onboarding workflows. A secondary focus is developing solutions for the Zero Trust Program’s data governance and data management needs. The position also designs, builds, and operates data collection and ingestion pipelines across structured records, time series, APIs, and unstructured text. It develops layered data stores and reporting datasets, provisions supporting infrastructure as code in on-premises and cloud-independent environments, and monitors pipelines for data quality, lineage, and operational health. Work must comply with classified operating constraints, Agency information-handling policies, and program scope boundaries.

Requirements

  • Bachelor’s degree in Computer Information Systems, Computer Science, Data Analytics, or a related field, or equivalent experience.
  • At least 3 years of data engineering, pipeline, or analytics engineering experience, including demonstrable end-to-end experience building systems from collection through storage, orchestration, and reporting; an advanced analytics degree may substitute for a portion of the experience requirement.
  • Current DoD 8140 IAT Level II baseline certification at start, such as CompTIA Security+ CE.
  • Proficiency in Python and SQL.
  • Hands-on experience with workflow orchestration, infrastructure as code, and observability tooling such as Grafana, Prometheus, or equivalent.
  • Demonstrated ability to work directly with application or mission teams, capture requirements, resolve integration issues, and document executable processes.
  • Familiarity with Zero Trust concepts and reference guidance, such as NIST SP 800-207 and the DoD Zero Trust framework, sufficient to support application onboarding and policy-based access integration.
  • Experience supporting IC/DoD customers and engaging with senior Government personnel.
  • TS/SCI clearance with CI Polygraph; investigation or CV date within 5 years.

Nice To Haves

  • MS in Business Analytics or a related field.

Responsibilities

  • Support onboarding mission applications to enterprise Zero Trust services by assessing integration paths against approved enforcement patterns and capturing technical prerequisites.
  • Serve as the technical liaison among Zero Trust, mission application, and platform teams; capture requirements, identify dependencies, assess environment readiness, and resolve issues through validation.
  • Support data-centric onboarding by documenting application data flows, aligning data to enterprise tagging and metadata standards, and assessing attribute readiness for policy-based access decisions.
  • Trace onboarding applications and candidate solutions to the program Zero Trust capability model, identify gaps and blockers, and route them for adjudication.
  • Develop and document Zero Trust use cases with application teams, including access scenarios, data flows, and required enforcement outcomes.
  • Develop and maintain onboarding workflows from intake through validation, conformance evidence, and turnover, turning initial integrations into repeatable playbooks.
  • Maintain onboarding artifacts and records in accordance with program delivery workflows and readiness processes.
  • Design, build, and operate data collection and ingestion pipelines across heterogeneous sources, using scheduled, rate-aware orchestration.
  • Build and maintain layered data stores for delivery analytics and reporting, using staged raw-to-curated patterns, immutable source-data retention, and provenance-preserving normalization that retains raw values alongside normalized values.
  • Provision and maintain supporting infrastructure as code in on-premises and cloud-independent environments consistent with classified operating constraints.
  • Instrument pipelines with dashboards, alerting, and data-quality monitoring; maintain reproducible lineage from source to report; and deliver analysis-ready datasets to reporting and visualization tools.
  • Coordinate integration patterns, data definitions, and onboarding artifacts with Agency counterparts to avoid divergent handling of the same underlying activity.
  • Handle application, delivery, and pipeline data in accordance with Agency information-handling policy and classification requirements.
  • Adhere to PWS/SOW scope boundaries and flag out-of-scope onboarding or data requests for adjudication.
