About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of this position is to provide business analysis, system analysis, programming, and production support for complex applications and data systems within the organizational unit. This position is responsible for designing, developing, enhancing, and supporting enterprise applications, integrations, and data pipelines across both Microsoft-based systems and modern cloud data platforms. This role performs technical duties including leading requirement-gathering sessions; developing functional and technical requirements; designing new complex programs; analyzing and modifying existing systems; building and optimizing data pipelines; performing system administration and configuration; writing detailed specifications; developing and executing test plans; and monitoring application performance to prevent avoidable production interruptions. The position works closely with stakeholders across Product, Operations, and Engineering to translate business needs into automated solutions, governing data models, and decision-grade reporting delivered through Power BI or similar BI tools. Work includes diagnosing data issues, reconciling multi-source systems, and validating data quality.

Requirements

  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development
  • OR Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development
  • OR High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Demonstrated experience delivering full SDLC solutions—including requirements, design, programming, testing, implementation, documentation, and production support—for complex or interrelated applications and data services.
  • Advanced SQL and data modeling experience, including designing relational/dimensional schemas, writing complex SQL/T SQL queries, building transformations using tools such as dbt, and supporting databases such as SQL Server, Redshift, Oracle, Big Query, Snowflake, or Azure Synapse.
  • Proven ability to build and support automated data pipelines and integrations using API-driven workflows; ability to diagnose ingestion failures, reconcile datasets, and implement data quality checks.
  • Experience designing and supporting reporting solutions using Power BI, SSRS, Crystal Reports, including KPI definition, semantic modeling, and stakeholder-facing reporting.
  • Knowledge and proven experience in Python and Jupyter notebook.
