About The Position

This is a highly independent position that oversees the Information Technology (IT) Department, under the supervision of the Financial Administrator of the Florida Department of Health - Hillsborough County. The incumbent in this position oversees staff of seven in support of the local area network (LAN) and wide area network (WAN), which includes voice, data, and video support, desktop computer support, and intranet/internet access and support. The incumbent in this position serves as the Information Security officer at FDOH-Hillsborough. This position serves as the named System Administrator and the Disaster Recovery Coordinator for FDOH Hillsborough County. Ensure all IT systems are maintained, operational and available for use during advertised hours of operation. Perform an annual review of all systems and verifies they comply with local, Department of Health, State Technology Office operating directives, policies, procedures, and standards. Maintain and make available the work order priority listing to accurately and quickly address customer service requests and work completed. Perform an annual review of priorities to keep it current and accurate. Ensure and verify that all requests for customer assistance to the Help Desk are documented timely and accurately. Maintain a complete inventory of all Information Technology equipment and update as required. Conduct annual departmental reviews of IT equipment, in coordination with senior leaders/program managers, to determine functionality, operability and compliance with all applicable local and state directives and make appropriate recommendations as needed. Analyze, evaluate and coordinate the acquisition of IT hardware and software and ensure compliance and interoperability with local and state-maintained systems. Prepare and manage the IT budget and contribute to the development and maintenance of the Project budget. This position is responsible for the completion and submission of the following reports and activities to DOH/IT: Annual Data Center Intergern System service and inspection, Annual System Administrators Mandatory Training, Secure Area Access Control List updates, Administrative Services Supervisors monthly meeting, Continuity of Operations/Information Technology Plan review and update, System Administrators/Information Technology Council bimonthly conference calls, Division Operational Business Plan submission, Program Management Team member, Information Technology Systems Workgroup (ITSW) conference calls, annual Information Security Risk assessment, annual Disaster Preparedness exercise and after-action report, data center reports / requests for information and review and submission of all voice/data circuit actions. Actively respond to disasters and assist in recovery to ensure essential services are sustained.

Requirements

  • Knowledge of computer operations systems and procedures.
  • Knowledge of the budgetary process and fiscal control procedures.
  • Knowledge of project control and cost estimating techniques.
  • Knowledge of the concepts and theories of data processing.
  • Ability to evaluate and resolve complex technical problems.
  • Ability to effectively communicate with various levels of the organization.

  • Current employee with the Florida Department of Health.
  • 3 years of customer service experience.
  • 3 years of supervisory experience.
  • 3 years of network and computer support experience
  • 3 years of project management experience.
  • Valid Florida Drivers’ License.
  • Ability to learn and communicate effectively, orally and in writing, in English.
