About The Position

This position is responsible for the analysis, design, implementation and maintenance of the database environment. Responsibilities involve technical design, development, maintenance to ensure accessibility, security and integrity of the database environment to maintain effective operation. The position supervises staff and reports directly to the Manager of Business Solutions.

Requirements

  • University degree in Computer Science (or other related discipline) or a two (2) year diploma/certificate from a recognized post secondary institution in Computer Information Systems and formal training in systems analysis, systems design and project management, combined with five (5) to eight (8) years experience in computer services, with three (3) years in Database Administration.
  • Advanced knowledge of information resource management, data administration, systems development, database technologies, and project management best practices.
  • Proven ability to lead and execute all database management functions, including setting standards and overseeing projects.
  • Strong leadership and performance management skills, with the ability to supervise, motivate, and develop staff.
  • Skilled in planning, budgeting, reporting, and applying IT governance frameworks (e.g., ITIL/ITSM) within a municipal environment.
  • Demonstrated initiative and strategic thinking, with strong analytical, communication, relationship-building, and negotiation skills
  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.

Responsibilities

  • Leads the selection, implementation, maintenance, and performance monitoring of database systems.
  • Develops and maintains standards and procedures for database operations.
  • Supports implementation planning and provides problem solving for database-related systems.
  • Provides training, advisory services, and support to ensure effective database use.
  • Researches technology trends and recommends enhancements to database environments.
  • Provides guidance on database licensing and ensures compliance with vendor requirements.
  • Supports capital planning, policies, cybersecurity reviews, and audit processes.
  • Manages database integrity, access controls, and all related human resources activities for assigned staff
