About The Position

The Antioch Police Department is seeking a highly skilled and analytical professional to support critical initiatives focused on organizational improvement, accountability, and constitutional policing. This unique position combines advanced data analysis, policy evaluation, and compliance monitoring to help guide departmental decision-making and support the implementation of court-mandated reforms and Department of Justice requirements. The ideal candidate will be able to translate complex data and regulatory requirements into meaningful recommendations, policies, and strategies that strengthen operations, improve performance, and support the Department’s commitment to continuous improvement and effective service to the community.

Requirements

  • Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Statistics, Economics, Political Science, Urban Studies, or a related field.
  • Three (3) years of increasingly responsible professional experience in policy analysis, statistical/data analysis, program evaluation, or public administration.
  • Knowledge of principles and practices of statistical analysis, research methodology, and program evaluation.
  • Knowledge of federal, state, and local policies, laws, and regulations applicable to municipal programs, including DOJ compliance requirements.
  • Knowledge of public policy development, organizational practices, and community-policing standards.
  • Knowledge of methods of data collection, performance measurement, and report preparation.
  • Knowledge of bias-free policing practices, cultural competency, and community-oriented problem solving.
  • Knowledge of effective communication and community engagement practices.
  • Knowledge of modern office procedures, methods, and computer applications (e.g., Excel, statistical software, data visualization tools).
  • Ability to collect, analyze, and interpret quantitative and qualitative data.
  • Ability to prepare clear and concise compliance reports, dashboards, and presentations.
  • Ability to develop policy recommendations based on research and data analysis.
  • Ability to administer contracts and grants.
  • Ability to interpret and apply complex laws, regulations, and procedures.
  • Ability to monitor deadlines and track compliance with MOA provisions and DOJ requirements.
  • Ability to communicate effectively with diverse audiences, including community members, City officials, DOJ representatives, and police staff.
  • Ability to establish and maintain cooperative working relationships with staff, agencies, and community partners.
  • Ability to exercise impartiality, integrity, and ethics in the conduct of duties.
  • Ability to manage multiple projects and deadlines independently.

Responsibilities

  • Research, analyze, and evaluate data on programs, services, and policies; prepare statistical reports, dashboards, and presentations for management and Council.
  • Coordinate and monitor programs and initiatives, ensuring compliance with local, state, federal, and court-ordered requirements.
  • Administer contracts and grants, including developing scopes, monitoring performance, and processing invoices.
  • Collect, compile, and interpret data from multiple sources (e.g., City departments, service providers, County agencies, Department of Justice systems); ensure accuracy and consistency.
  • Develop and maintain program metrics to evaluate efficiency, effectiveness, and outcomes.
  • Research legislation, regulations, policies, and best practices; provide analysis and policy recommendations.
  • Prepare and present staff reports, policy briefs, and updates to the Compliance and Professional Standards Division, City leadership, advisory bodies, and the City Council.
  • Design and implement surveys, questionnaires, and other data collection tools to evaluate program needs and effectiveness.
  • Assist Professional Standards Division department in developing and standardizing procedures to improve operations and compliance.
  • Provide technical support to staff in interpreting policies, regulations, and statistical findings.
  • Serve as a liaison with service providers, community organizations, and external agencies.
  • Assist with updating the implementation schedule for Memorandum of Agreement (MOA) provisions and track deadlines.
  • Prepare semi-annual compliance reports for DOJ review, including data analysis of stops, uses of force, and complaint trends.
  • Coordinate with the DOJ and Antioch Police Oversight Commission (APOC) on compliance audits and respond to information requests.
  • Operationalizes requirements of the DOJ Agreement and related settlement agreements into measurable performance indicators, audit criteria, and analytical frameworks.
  • Conducts quarterly and annual compliance analyses assessing implementation, effectiveness, and sustainability of reform measures.
  • Prepares datasets, narratives, and methodological documentation for Independent Monitor reviews and compliance reporting.
  • Evaluates the effectiveness of police department policies, directives, and training by analyzing enforcement outcomes, complaint trends, and demographic impacts.
  • Conducts pre- and post-implementation analyses of revised policies, identifying unintended consequences, compliance gaps, or operational barriers.
  • Performs disaggregated analyses of traffic stops, pedestrian stops, arrests, uses of force complaints, and officer discipline by race, gender identity, ethnicity, and protected characteristics based on available data.
  • Identifies statistically significant disparities and distinguishes between operational explanations and indicators of discriminatory policing.
  • Supports public transparency and community facing data practices consistent with privacy and legal requirements.
  • Supports development and refinement of Early Intervention System thresholds using trend analysis and peer comparison analysis.
  • Provides analytical support to supervisors and Compliance and Professional Standards Division personnel for corrective interventions.
  • Designs and conducts audits of reports, enforcement activity, and BWC camera data for quality, completeness, and policy adherence.
  • Assists with preparation of Council, monitor, and executive level compliance reports.
  • Perform related duties as assigned.
