About The Position

Redhorse transforms the way government uses data and technology. To support this mission, we are seeking an executive Data Analyst to provide Executive Staff-level support to the FBI National Security Branch (NSB) and senior operational leadership. In this role, you will serve as a key analyst conducting rigorous quantitative and qualitative evaluations of high-impact national security programs. You will bridge operational performance with strategic resource decisions—extracting data from enterprise databases, building insightful Power BI visualizations, and authoring executive briefing papers, policy drafts, and resource justifications. Your analytical rigor will directly advise FBI executive leadership on program resourcing, operational readiness, and strategic mission execution.

Requirements

  • 5+ years of expert-level experience in the federal government (intelligence community, defense, or law enforcement) leading and coordinating complex projects under aggressive deadlines.
  • 3+ years of experience successfully working in an Executive Staff-level environment advising senior leadership.
  • 3+ years of experience researching, analyzing, and authoring policy drafts, programmatic status papers, classification reviews, MOUs, and analytical products for executive or interagency audiences.
  • 3+ years of experience writing and producing data- and resource-focused summary reports, briefs, and talking points linking operational performance to fiscal allocations.
  • 3+ years of experience aligning operational outcomes with fiscal goals and federal budgetary principles.
  • 3+ years of experience using MS Excel (spreadsheets and pivot tables), Microsoft Power BI, PowerPoint, Word, and SharePoint lists/workflows as analytical and briefing tools.
  • 1+ year of direct experience writing formal reports and delivering oral briefing materials to executive leaders.
  • Submission of a relevant professional writing sample demonstrating executive-level analysis is required.
  • Active Top Secret (TS) security clearance with SCI eligibility and willingness to undergo an FBI suitability determination/polygraph.

Nice To Haves

  • Bachelor’s, MBA, or Master’s degree from an accredited college or university in Economics, Data Analytics, Business, Finance, or a related analytical or quantitative discipline.
  • 5 years of experience utilizing Microsoft Excel as an advanced quantitative and analytical modeling tool.
  • 5 years of experience with federal Planning, Programming, Budgeting, and Execution (PPBE) processes, resource allocation, and program evaluation methodologies.
  • 5 years of direct experience writing resource justifications, congressional budget justifications (CBJ/CJ), and formal responses for Congressional, OMB, DOJ, and ODNI audiences.

Responsibilities

  • Author executive-level briefing papers, white papers, and memos that succinctly explain complex program data, resource allocations, operational issues, and strategic recommendations.
  • Research and draft Branch-level policy updates, technical and programmatic status papers, classification evaluations, Memorandums of Understanding (MOUs), and formal responses to RFIs and taskers.
  • Coordinate and partner across internal and external FBI divisions to gather information, synthesize submissions, and track deliverables for executive leadership.
  • Brief senior executive management on program status, operational milestones, resource constraints, and courses of action.
  • Apply quantitative and qualitative methodologies to evaluate program performance, discover trends, and formulate data-backed solutions.
  • Query and extract operational and programmatic data across disparate enterprise databases and record systems.
  • Manipulate complex datasets in Excel using advanced formulas and pivot tables, and develop interactive Power BI reports featuring clear tables and demonstrative graphics for executive briefing materials.
  • Research prior and current federal practices, statutory guidance, policies, and regulations to inform comparative analysis and decision-making.
  • Manage and maintain the Branch tasking system, tracking incoming taskers and logging approved executive submissions.
  • Attend high-level stakeholder meetings, capturing comprehensive meeting minutes, action items, and executive follow-up items.
