Senior Data Analyst
About The Position
The core responsibilities of this Data Analyst role involve the end-to-end data lifecycle for operational performance metrics and their financial impacts. This encompasses data acquisition, cleaning, and feature engineering of large datasets, including metered consumption data and water distribution system diagnostic telemetry. A primary function is the application of high-granularity data sourced from Advanced Metering Infrastructure (AMI), SCADA and associated leak detection analytics to propose optimal resource allocation for field operations. PWD’s mission is to translate these analytical insights into actionable, data-driven strategies that directly inform asset management decisions to mitigate water loss and safeguard departmental revenue integrity. Consistent reliability during normal work hours, off-hours availability including nights weekends and holidays, along with participation in an on-call rotation is required. Maintaining a professional demeanor, customer service skills, curiosity, flexibility, and the ability to work well in teams are also necessary for this position. Other duties will be assigned as needed. The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within six months of hire.
Requirements
- High School Diploma and two years of post-high school education required.
- Previous experience as a Data Scientist, Data Analyst, Data Engineer, or similar - four years preferred
- Attention to detail is critical
- Proficient in Microsoft Office Suite
- Proficient in data visualization tools like Tableau and Power BI
- Proficient in programming languages like Python, R, and SQL
- Exemplary organization skills
- Emphasis on customer service
- Exemplary written and verbal communication skills
- Any equivalent combination of education and experience deemed acceptable by Human Resources and the Deputy Chief Information Officer/Chief of Staff will be considered.
- The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within six months of hire.

- One or more Data Science and/or Analytical certificates a plus.
Responsibilities
- Leverage large volumes of data from internal and external sources to analyze, organize, and understand it to determine clear strategies and next steps for solving problems for the Water Department
- Create data models and views based on large and complex data sets to facilitate research and reporting at PWD
- Conduct research to answer industry and business questions
- Employ sophisticated analytics programs, machine learning and statistical methods to prepare data for use in predictive and prescriptive modeling
- Explore and examine data to find hidden patterns
- Automate work through the use predictive and prescriptive analytics
- Tell stories to key stakeholders based on your analysis
- Establish and maintain working relationships with teammates, other teams in and out of PWD, and departmental officials within City government
- Maintain relationships with vendors
