About The Position

The Data Analyst will support the SKALA Program and its Government of Indonesia counterparts, particularly Bappenas, by providing quantitative, spatial, and geospatial analysis for SEPAKAT and other Government system/applications. The work will cover socioeconomic development, GEDSI, planning and budgeting, and Minimum Service Standards (MSS), including independent analysis of distance, travel time, and access to basic-service facilities. The Consultant will also analyze hydrometeorological hazards, sea-level rise, climate change, and disaster impacts, including recent emergencies in Aceh. The Consultant will collaborate with SKALA’s GEDSI, PFM, Communications and Knowledge Management teams at national and subnational levels to strengthen evidence-based planning, budgeting, monitoring, and service delivery.

Requirements

  • Bachelor's degree in urban and regional planning of average 2 years’ experience in data analysis, and research;
  • Basic experienced with spatial analysis and visualization (Tableau, Power BI);
  • Basic experienced on government data analysis, One Data Implementation, with spatial planning preferable;
  • Proficiency in statistics and statistical packages like Excel, SPSS, STATA, NVIVO to be used for dataset analysis;
  • Adept at using data processing platforms;
  • Excellent interpersonal skills and written and verbal communication skills;
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.

Responsibilities

  • Conduct quantitative, spatial, and geospatial analysis using QGIS, ArcGIS, or other relevant tools by integrating socioeconomic, demographic, basic-service, administrative, and environmental data to support SEPAKAT’s analytical requirements.
  • Support the team in conducting analysis of hydrometeorological hazards, sea-level rise, climate change, and disaster impacts on populations, livelihoods, infrastructure, and public services, including recent disaster emergencies in Aceh.
  • Review accessibility analysis for health, education, water, sanitation, and other MSS-related facilities, including distance, travel time, service coverage, and geographic disparities. This analysis will support broader service-delivery planning and will not be limited to disaster or climate analysis.
  • Support Aceh Provincial Team and other relevant counterparts in identifying, assessing, and integrating additional data sources required for socioeconomic, service-delivery, disaster-risk, climate-change, and sea-level-rise analysis.
  • Support the design and development of analytical modules for SEPAKAT and other relevant data platforms or dashboards, covering socioeconomic development, GEDSI, planning and budgeting, MSS, access to basic services, and climate and disaster risks.
  • Assist government counterparts in clarifying the roles of data producers and custodians and strengthening arrangements for consistent, interoperable, and sustainable data provision.
  • Work closely with SKALA’s GEDSI, PFM, MSS, and subnational teams to ensure the analysis addresses gender, disability, social inclusion, public financial management, and service-delivery considerations.
  • Support Data and Analytics thematic activities, including government coordination, meeting preparation, presentation materials, documentation, and activity reports.
  • Undertake other relevant tasks as requested by SKALA.
  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
