About The Position

OCT Consulting is seeking a Data Analyst to support a federal client. This role involves optimizing business rules for the eVetting process to increase automated pass rates and reduce manual reviews, aligning with Trusted Workforce 2.0 objectives. The analyst will examine investigation and adjudication data, as well as rule test results, to pinpoint bottlenecks in current automated systems. A key part of the role includes conducting quantitative, qualitative, and Natural Language Processing (NLP) analysis on unclassified, PII-free data to determine the root causes of low automated pass rates. The analyst will also interview personnel involved in manual interim determinations to understand decision-making processes and gather operational insights. The position requires developing actionable recommendations to modify eVetting business rules for improved efficiency without compromising security. Additionally, the role involves performing trending analysis to identify shifts in adjudication policy and evaluate the significance of specific data fields. Recommendations for data enrichment by integrating additional data sources, such as final adjudication outcomes or mitigating applicant information, will be made. The analyst will also investigate advanced analytical techniques for predictive and prescriptive insights, including predictive risk models and network analysis. Strong communication, coordination, collaboration, and liaison skills are essential for working with user representatives, program sponsors, mission partners, and other client elements.
