About The Position

Responsible for the collection and implementation of data analytics and reporting systems and tools. Partner in advocating the use of data analytics. Understand and accommodate user needs and provide suggestions to enhance business efficiencies. Support strategic objectives based on an informed, fact-based, and analytical understanding of the County Assessor’s Office.

Requirements

  • Extensive knowledge of real estate concepts and principles; of property valuations and appraisals, of arithmetic and geometric computations, of economic principles, of County ordinances and codes; and of basic office equipment including computers (word processing, spreadsheets, and database software).
  • Knowledge of principles of real and personal property appraisal including mass appraisal.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Ability to communicate effectively, both orally and in writing; ability to follow oral and written instructions and keep accurate records of inspections and work activities.
  • Ability to handle confidential material in a trustworthy manner.
  • Associate’s Degree from an accredited college or university in Business Administration, Mathematics, Economics, Computer Science, Information Management or Statistics, or a related field from an accredited educational institution and two (2) years of work experience involving data collection, interpretation and/or analysis, statistical analysis, appraisal, real estate assessment/valuation or a related field.
  • OR High School diploma, GED or equivalent and four (4) years of work experience involving data collection, interpretation and/or analysis, statistical analysis, appraisal, real estate assessment/valuation or a related field.
  • Related education may be substituted for experience at the rate of thirty (30) semester hours equal to one (1) year experience.
  • Must be able to successfully complete I.A.A.O. course101 within the one (1) year probationary period.
  • Must be able to successfully complete I.A.A.O. course 102 within two (2) years.
  • Completion of one (1) IAAO course will substitute for one-year work experience
  • Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening.
  • Additionally, selected candidate must submit to and pass a county paid criminal background screening.
  • Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.

Nice To Haves

  • Being a New Mexico Certified Appraiser through New Mexico State Property Tax Division or having an IAAO designation is preferred.

Responsibilities

  • Assists with completion of annual processes such as Notice of Value, Personal Property Renditions, Real Property roll, Mobile Home roll/releases, Livestock roll, Business Personal Property roll, and Reporting requirements such as Property Tax Division (PTD) audits/evaluations, Certifications, generating Abstracts, daily audit logs, Marshall and Swift databases, and Assessor Estimated Tax Calculator Maintenance.
  • Analyzes data and develops reports from systems including but are not limited to ProVal, Ascend, SidWell, Just Appraised, Mobile Assessment, Microsoft SQL, APPX Document Manager, APPX Workflow, ArcGIS as related to mapper duties, SunGard Land, and SunGard Tax as related to Mobile Homes and Personal Property SunGard, and Manatron/Ascend systems.
  • Responsible for abiding by the technological goals and vision of the Assessor and ensuring technical needs are met.
  • Assists with testing and verifying accuracy of Marshall Valuation cost tables using statistical analysis techniques in a mass appraisal environment, and makes adjustments as necessary.
  • Assists in providing data and technical support to Chief Appraisers and appraisal staff.
  • Assists with reviewing overall accuracy and equitability of values through use of sales ratio studies for the purpose of determining the general level of performance of the Assessor’s Office for in-house and State Property Tax Division evaluations.
  • Responsible for completing data requests pertaining to the Inspection of Public Records Act (IPRA) as related to the Office of the Santa Fe County Assessor.
  • Responsible for creating, developing and organizing standard and ad hoc queries utilizing appraisal data.
  • Using assessment data, conceptualize, research, design and develop and deliver complex reports and analyses to support the Assessor’s Office strategic objectives.
  • Provide support on various analyses and reporting services that include conducting complex statistical and quantitative analyses and presenting data in written reports, oral presentations, and graphical displays.
  • Develop business applications to provide comprehensive data analytics.
  • Member of cross-organizational end-user support team responsible for maintaining production systems including developing processes for triaging and addressing production support issues.
  • Ensure compliance with County policies, procedures, and requirements and applicable legal regulations.
  • Responsible for developing, testing, and generating reports from a host of systems and delivering results to clients.
  • May conduct regression analyses of data to provide expected ranges of datasets.
  • Perform other duties as assigned.
