About The Position

Transportation Planning and Management (TPM) supports the safe, efficient, and environmentally responsible movement of people and goods on New York City streets. The Office of Livable Streets (OLS) advances planning, community engagement, research, policy, design, implementation, and long-term street management, with a focus on safety, accessibility, inclusion, resiliency, active transportation, and economic vitality. The Cycling & Micromobility Unit manages the city’s on-street bicycle network and works to improve street safety, expand cycling infrastructure, and provide equitable transportation options across the five boroughs. Reporting to senior staff in the Cycling & Micromobility Unit, the Cycling Infrastructure Hardening Program Manager will lead a citywide program to strengthen protection for cycling and micromobility infrastructure and improve safety and comfort for people biking. The program will expand physical protection on existing bicycle facilities, incorporate hardening treatments into new and resurfacing projects, identify and prioritize sites for added protection, and test new barriers and treatments. The manager will develop design guidance, standards, and implementation strategies; coordinate with project teams to advance hardening across the network; and support crash and other data analysis, research, and field observations to guide priorities. The role oversees installation, repair, maintenance, and replacement of bicycle-network hardening treatments and barriers. It includes routine field inspections, assessment of site conditions, coordination of repairs or replacements, and tracking maintenance and implementation needs. The manager will advance related policies and strategies and evaluate new and existing treatments, including their safety and comfort effectiveness, performance, durability, and maintenance needs. Findings will inform future designs, standards, specifications, and investments. The position also collaborates with OLS administration and other DOT units on procurement, contract management, budgeting, and related administration, and responds to public inquiries and service requests about damaged or missing bicycle facility protection.
