About The Position

The East Bay Regional Park District is currently recruiting for a Cybersecurity Administrator located at the Park District’s Administrative Office in Oakland, CA. The Cybersecurity Administrator is responsible for leading and managing the Park District’s information security program, ensuring the protection, integrity, and confidentiality of organizational data and technology systems. This role plans, implements, and maintains cybersecurity strategies, policies, and infrastructure to safeguard against internal and external threats. The position oversees incident response, risk management, disaster recovery, and compliance efforts. The Cybersecurity Administrator serves as a technical expert, project coordinator, and advisor, helping to strengthen the District’s overall security posture and ensure alignment with industry best practices and regulatory requirements. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

Requirements

• A bachelor’s degree from an accredited college or university with major course work in management information systems, computer science, or a related field; AND
• Three (3) years of increasingly responsible experience in developing and supporting cybersecurity related systems, system administration, processes, and policies.
• Possession of a valid California Driver’s License is a condition of initial and continued employment in this classification.
• Demonstrates highly proficient, hands-on experience with design and implementation of enterprise network and application security tools for identification, protection, detection, response, and recovery.
• Possesses extensive knowledge of enterprise IT systems, including system administration, network administration, logging and analytics, and security tools.
• Experienced with multiple cybersecurity platforms in Microsoft endpoint and Azure environments, as well as cloud applications.
• Experience in cybersecurity across multiple industry verticals, and experience in breach management.
• Proven ability to design, implement, and manage cybersecurity policies, frameworks, and configurations and controls.
• Excellent communication skills with the ability to translate technical concepts for non-technical stakeholders in both oral and written forms.
• Knowledge of: Principles, practices, and programs related to information security best practices, procedure, risk assessment, methodologies, and vulnerability.
• Information security frameworks, software, hardware, and technologies.
• Current information security compliance standards and regulations.
• Current and emerging security tools, techniques, and programs.
• Information technology systems, software, database management, policies and procedures, including computer networks, computers, security, telecommunications, copiers and other electronic office automation systems.
• Operating systems such as Microsoft, Linux, Mac operating systems, local and wide area communications networks.
• Principles and practices of application development methodologies and programming languages; terminology, methods, techniques and practices of the operation and maintenance of network and personal computer hardware and software.
• Applicable federal, state, and local laws, codes and regulations concerning the operation of computer systems and networks.
• Techniques for representing the Park District and dealing effectively with the public, vendors, contractors and Park District staff, in person and over the telephone; techniques for providing a high level of customer service to the public and Park District staff, in person and over the telephone.
• Ability to: Administer information security programs including assessing, developing, implementing, maintaining, and evaluating.
• Prioritizing and responding expeditiously to data threats or policy deviations.
• Advise on the acquisition, design and construction of computer systems and other related equipment.
• Apply technology at a strategic and system's level to solve business problems.

• Possession of Certified Ethical Hacker (CEH) and Certified Information Systems Security Professional (CISSP) certifications are desirable.

Responsibilities

• Responsible for development, documentation, implementation and maintenance of information security plans, policies, procedures, and standards for the District, including a sound security policy and security measures.
• Creates and maintains all information system and software security configuration activities within established guidelines and/or regulations.
• Coordinates activities with corresponding agencies and vendors to ensure security compliance measures.
• Establishes and enforces standards, procedures, and/or policies in support of up-to-date security internal controls.
• Acts as the project coordinator for selecting, implementing, and overseeing security-based hardware and software solutions.
• Provides security interpretation and/or training, security education, and awareness to users as needed; acts as a liaison with internal user departments by providing analysis, consultation, assistance, and troubleshooting of related security activities; develops reports of findings, alternatives, and recommendations.
• Leads the creation, maintenance and implementation of the information systems disaster recovery and business continuity plans and procedures which includes desktop and server backup systems deployment and maintenance.
• Tests, monitors, and performs regular analysis of the effectiveness of the Park District’s security tools and incident response measures.
• Defines user access levels and protocol for potential data breech; coordinates, investigates, and reports on cyber security incidents; manages and implements recommendations for incident response and assists in policy development for data threat strategies and security tools.
• Performs routine maintenance and collaborates with Information Services staff and/or vendors to troubleshoot or address technical issues for optimal performance and security measures which requires driving to various worksites throughout the Park District.
• Aids Information Technology staff during processes design to ensure a secure environment and compliance with applicable law.
• Plans, manages and implements the installation of new organization-wide systems and applications.
• Manages the operation and maintenance of the District’s wide area network (WAN) and local area networks (LANs); maintains an inventory of the Park District’s technology resources.
• Arranges for the acquisition of computer software and hardware.
• Implements training programs and prepares user guides in all information technology disciplines including security.
• Provides high-quality internal customer service and performs technical support, installation, maintenance, and repair of computers and other information systems equipment.
• Assists the Chief Information Officer in the preparation and management of the Information Services annual budget to reflect technology, information and security strategic and operating initiatives based upon appropriate risk management and/or financial methodology.
• Provides or coordinates staff training; monitors changes in regulations and technology that may affect operations.
• Implements policy and procedural changes after approval.
• Updates Park District records and procedures in assigned areas pursuant to changes in law, Park District policies and procedures, and other pertinent rules and regulations.
• Attends and participates in professional group meetings.
• Stay abreast of new trends and innovations in the field of information technology.
• Research emerging products and enhancements and their applicability to Park District needs; participates as a technical expert in the negotiation of Information Services contract.
• Assists in the implementation of information and telecommunication systems in accordance with Park District policy and laws pertaining to privacy and system security.
• Serves as back-up to the System Administrator and performs related duties as assigned.
