About The Position

The U.S. Customs and Border Protection (CBP) Cyber Security Directorate (CSD) is leading one of the most comprehensive, mission critical cybersecurity operations in the federal government—protecting the digital infrastructure that safeguards America’s borders. This multifaceted program spans 24/7/365 Security Operations Center (SOC) monitoring, advanced threat intelligence, forensics, incident response, cloud and network security engineering, zero trust modernization, vulnerability assessment, and enterprise-wide risk and compliance activities. The Cyber Risk Management Lead will lead teams at the forefront of national security, supporting sophisticated cyber operations that defend vital systems, enable secure mission execution, and counter rapidly evolving threats. MEANINGFUL WORK AND PERSONAL IMPACT The Cyber Risk Management Analyst plays a mission‑critical role in defining and safeguarding the organization’s cybersecurity posture. By guiding enterprise‑level risk strategy, mentoring analysts, and ensuring disciplined execution of risk processes, this leader directly influences organizational resilience, compliance success, and executive‑level decision‑making. You will: Direct and mature the organization’s enterprise cybersecurity risk assessment program, ensuring alignment with NIST RMF, NIST CSF, and federal compliance standards. Direct organizational risk strategy, supervise risk assessments, and oversee execution of risk methodologies across programs. Support leadership by standardizing process execution, mentoring analysts, and shaping enterprise risk posture through structured reporting and analysis. Establish, refine, and enforce risk management methodologies, documentation practices, and policies to ensure uniform execution across teams and mission areas. Develop strategies that improve organizational resilience by anticipating systemic risks, identifying high‑value asset exposures, and driving prioritized mitigation. Lead complex risk assessments across diverse systems and environments, ensuring assessments are well‑structured, comprehensive, and defensible. Guide analysts in conducting security control evaluations, documenting findings, and developing risk statements that support leadership decision‑making. Review and validate risk analysis outputs to ensure precision, clarity, and compliance with program requirements. Manage the development and maintenance of risk dashboards, registers, and governance artifacts used for compliance activities and strategic oversight. Lead cross‑functional working groups to drive unified risk mitigation strategies, ensuring technical teams understand enterprise priorities. Mentor analysts at junior, mid, and senior levels, strengthening their technical rigor, documentation quality, and analytical maturity.

Requirements

  • Minimum of five (5) years of cybersecurity or risk management leadership experience.
  • Deep knowledge of NIST RMF, CSF, and federal compliance environments.
  • Experience developing or implementing risk governance processes.
  • Strong analytical and writing skills, organizational, communication, and leadership capabilities.
  • Deep knowledge of federal compliance frameworks including NIST RMF, NIST CSF, and related governance models.
  • Demonstrated experience developing or implementing enterprise risk management processes.
  • Strong written and verbal communication skills with the ability to translate technical risk concepts into business‑aligned insights.
  • Experience coordinating large‑scale assessments and influencing cross‑functional technical teams.
