About The Position

MTSI is seeking a Cyber Operations Engineer/SME supporting a Navy customer in Arlington, VA. This role integrates hands-on cyber operations with targeted vulnerability research to evaluate, develop, and transition emerging cyber capabilities. Work is performed on-site in secure government facilities. Travel to CONUS locations is expected.

Requirements

  • Hands-on experience conducting cyber operations, adversary emulation, or exploit-based assessments.
  • Experience in vulnerability research or exploit development (reverse engineering, debugging, PoC development).
  • Proficiency with offensive tooling ecosystems, scripting languages, and post-access techniques.
  • Ability to translate technical exploitation results into capability gaps, engineering requirements, and operational impacts.
  • Experience reviewing or generating technical documents such as test plans, engineering analyses, CONEMP, ICDs, or similar artifacts.
  • Strong written and verbal communication skills; able to brief senior leaders and technical audiences alike.
  • Ability to work collaboratively with military staff, engineering teams, and operational units.
  • Active Top Secret clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility.
  • No less than two (2) years total SAP and/or SCI environment experience and 1-year within last 5 years.

  • Military cyber or defense technology experience strongly preferred.

Responsibilities

  • Conducting cyber operations and adversary emulation activities to assess advanced systems and mission environments.
  • Perform vulnerability discovery and research to evaluate complex software, firmware, or networked components; develop proof-of-concept exploits as required for analysis.
  • Modify, adapt, or develop tools, scripts, and payloads to support exploitation, access, and post-access objectives.
  • Analyze results from testing and translate findings into engineering requirements, capability gaps, and recommended system improvements.
  • Prepare technical documentation including engineering analyses, test reports, change proposals, and capability evaluation summaries.
  • Coordinate with Navy headquarters and other military organizations to support integration and assessment of experimental cyber capabilities.
  • Provide technical inputs, briefings, and recommendations to senior leaders involved in capability development or operational planning.
  • Review technical artifacts such as system test plans, Interface Control Documents, Concepts of Employment (CONEMP), and other engineering materials.
  • Ensure technical products are consistent, well‑structured, and aligned with broader development and test efforts.
