About The Position

This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. HII designs, develops, integrates and manages the sensors, systems and other assets necessary to support integrated ISR operations and accelerated decision-making. You will craft and synchronize IO capabilities—ranging from psychological operations and electronic warfare to ops security and counter-propaganda—to shape the information environment and support joint cyber missions. Requirements

  • Level 3 = 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Level 4 = 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Level 5 = 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
  • 5+ years of direct IO planning experience supporting joint or service‐level cyber or information campaigns
  • Bachelor’s degree in Cybersecurity, International Relations, Strategic Studies, or related field
  • Thorough understanding of Joint Publication 3-13.2 (Information Operations) and CYBERCOM planning processes
  • Proven ability to draft operational orders, fragmentary orders, and detailed IO annexes under tight timelines
  • Exceptional written and oral communication skills, with track record of briefing Flag officers or Senior Executive Service (SES) leaders
  • U.S. citizenship with active TS/SCI with CI Polygraph security clearance

  • Hands‐on experience with IO tool
  • Familiarity with DoD cyberspace policy, OPSEC Planner Experience, and DDA planning
  • Demonstrated leadership in joint or coalition exercises and live operations

Responsibilities

  • Develop IO annexes and integration plans for cyber operations, ensuring seamless synchronization of PSYOP, EW, OPSEC, DDA, and PA activities
  • Analyze adversary information environments and recommend tailored disruption or influence strategies
  • Coordinate with intelligence, planning, and targeting cells to refine IO objectives, effects, and assessment criteria
  • Lead IO-focused wargames, red‐team exercises, and simulations to stress‐test plans and validate tactics, techniques, and procedures (TTPs)
  • Draft and deliver briefings, directives, and staff summaries for senior leaders and joint force commanders
  • Serve as the primary liaison to PSYOP and cyber exploitation units, both service and coalition, to facilitate cross‐domain integration
  • Monitor and report campaign effectiveness, incorporating lessons learned into iterative planning cycles
  • Mentor junior planners and contribute to professional development programs on IO doctrine and best practices
