About The Position

This position is open to U.S. Citizens and permanent residents. This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. The Architect – Power Platform & Application Solutions focuses on the development of HHS business, application, information, automation, solutions, and technology roadmaps for the Office of the Chief Technology Officer (CTO). This position requires a strong understanding of primary Health and Human Services (HHS) business processes, technical aspects of enterprise architecture domains, and various architecture disciplines including cloud, business, infrastructure, applications, data, security, and low-code platforms. This position determines priority business needs and recommends specific solutions and technologies for the development and implementation of strategic initiatives across the HHS enterprise. Responsibilities include architecture and governance for Microsoft Power Platform capabilities such as Power Apps, Power Automate, Power Pages, Dataverse, and related analytics/integration patterns, ensuring solutions align with enterprise standards, security, compliance, data protection, and application lifecycle management requirements. The position leads initiatives using project management best practices and industry architecture frameworks. The Architect leads design efforts, defines end-to-end architectures, oversees and performs research studies and presentations that include recommendations and implementation guidance, formulates logical descriptions of problems, and recommends optimum solutions. This role works with other IT groups in defining architectures and leading projects that cross functional agency systems and other state entities, requiring coordination, planning, and scheduling during transition, development, and implementation stages. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of emerging solutions, applications and technologies, critical thinking and communication skills
  • Knowledge of existing and emerging solutions, applications and technologies and how they can best be implemented to support the business drivers for the HHS enterprise
  • Knowledge of Microsoft Power Platform capabilities including Power Apps, Power Automate, Power Pages, Dataverse, environments, connectors, and Power BI integration.
  • Knowledge of Power Platform governance, including environment strategy, data loss prevention, security controls, co-ownership, and operational oversight.
  • Knowledge of application lifecycle management (ALM) and solution deployment practices for low-code and enterprise application platforms.
  • Knowledge of enterprise architecture standards, reusable component strategy, and platform adoption/governance models.

  • 5+ years of IT experience within Global IT environments including cloud and third-party outsourced components.
  • 3+ years of experience architecting, engineering, supporting or developing enterprise IT solutions in hosted and cloud environment preferred.
  • Experience in two or more areas: System Engineering, DevOps, Security, Networking, Application Development, Data Intelligence, Infrastructure Services, or Database preferred.
  • Experience with Agile, ITIL and TOGAF frameworks preferred.
  • Experience with at least three of the following domains: cloud, analytics, data management, infrastructure, access channels, security, applications, software engineering, networking, or systems integration preferred.
  • 2+ years of experience as an Architect is preferred.
  • Experience with wireless communications, network security, voice and data networking systems is preferred.

  • Graduation from an accredited four-year college or university with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business or a related field is preferred. Experience may be substituted on a year-for-year basis.

Responsibilities

  • Serves as Architect for defining enterprise portfolio roadmaps that meet specific business needs, including low-code/no-code and workflow automation opportunities using Microsoft Power Platform and related enterprise application technologies. Conducts and oversees studies and the preparation of initiative reports that include findings, presentations, recommendations, and implementation guidance; formulates logical descriptions of problems; and devises optimum solutions. Prepares As-Is, To-Be, gap analysis, SWOTs, charts, diagrams, and tables depicting current and proposed systems in terms of costs, benefits derived, and tasks accomplished. Plans and schedules studies and system implementations. (25%)
  • Drives and leads initiatives that cross functional agency systems, other IT groups, and other state entities requiring coordination, planning, and scheduling during project development and implementation stages. Provides options in the determination and implementation of architectural solutions, including enterprise and program-specific solutions built using Power Apps, Power Automate, Power Pages, Dataverse, and related Azure/Microsoft 365 services where appropriate. Supports both IT-developed and governed business-developed solutions in alignment with agency standards and support models. (25%).
  • Evaluates current and future solutions, applications, automation technologies, and low-code platforms and establishes overall requirements and planning objectives. Provides expertise in the development of agency IT operations and management information system plans. Oversees development and revision of design procedures, test procedures, quality standards, environment strategies, and application lifecycle management practices for enterprise and Power Platform solutions. (15%).
  • Plays a critical role in translating business strategy into technical strategy and defining end-to-end architectures that support agency priorities. Provides architectural expertise on strategic planning actions and policy decisions related to agency systems, including governance, security, compliance, data loss prevention, and operational guardrails for Power Platform and related services. Makes recommendations concerning the direction of agency computer and management information systems and analyzes disaster recovery responsibilities and procedures. (15%).
  • Articulates desired future state, understands current state, identifies gaps between the two states, and develops approaches to close these gaps. Collaborates with HHS IT groups on architecture recommendations and assists in the preparation of information technology planning and justification. Supports solution governance, reusable component strategies, standards development, and community-of-practice enablement for enterprise platforms including Power Platform.(10%)
