About The Position

This position is for a security professional leader responsible for overseeing Contractor SAP Security Officers (CSSO) and ensuring compliance with Department of Defense (DoD) Special Access Program (SAP) security expectations. The role involves serving as the Senior Contractor SAP Security Officer for selected SAP programs, protecting security-sensitive information, technology, and activities. Responsibilities include supervising, training, developing, and mentoring team members, improving processes, and providing metrics for planning and staffing. The supervisor will manage risk to foster an environment for highly classified special programs, ensure program security compliance with applicable standards, and act as a subject matter expert on special program security requirements. This includes writing security plans and procedures, administering security provisions in subcontracts, identifying and resolving problems, and managing change. The role also involves ensuring the appropriateness of SCI infrastructure, information systems, and networks, assisting with Information Assurance Manager (IAM) duties, providing line supervision, mentoring staff, conducting performance reviews, recognizing staffing needs, and managing business aspects of resource allocations. Additionally, the supervisor will ensure professional interactions, advise management on special program security risks, and represent the Lab in liaison activities with sponsors and subcontractors.

Requirements

  • A Bachelor’s Degree in business, technical writing, information technology, or a security-related field. Any combination of an equivalent amount of relevant education and related experience may be substituted for degree requirement.
  • Five or more (5+) years of professional security experience as a CSSO, CPSO, SSR, PSO, GSSO, or similar role with a thorough understanding of security principles and federal guidelines.
  • Demonstrated capability to lead staff, solve complex problems, mentor, develop future leaders, and cultivating strong relationships across organizational boundaries.
  • In-depth understanding of advanced security principles, including the Joint Special Access Program Implementation Guide (JSIG), Intelligence Community Directives and DoD 5205.07.
  • Excellent organizational and communication skills, strong leadership, and the ability to develop and execute security policies and plans within a risk management framework.
  • An active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance.
  • Subject to a government security clearance investigation and must meet the requirements for access to classified information.
  • Eligibility requirements include U.S. citizenship.

Responsibilities

  • Serve as a Senior Contractor SAP Security Officer for a portfolio of selected special programs requiring the protection of security-sensitive information, technology, and activities.
  • Provide section line supervision of staff members performing like functions.
  • Manage risk to foster an environment to facilitate highly classified special programs.
  • Be responsible for the security of special programs; maintain a complete understanding of the Program's operational and/or RDT&E activities to ensure the program's compliance with applicable security standards.
  • Serve as a subject matter expert on sponsors' special program security requirements outlined in ICDs, SAP Manual Volumes DoD 5205.07 I-IV, and applicable government regulations and contract provisions.
  • Write security plans and procedures.
  • Establish and assist in administering special program security provisions in subcontracts.
  • Use a high level of initiative and innovation to identify and resolve problems and manage change.
  • Anticipate regulatory and compliance issues to resolve issues securely.
  • Assist PMs in interpreting, applying, and complying with Security Classification Guides.
  • Ensure that the SCI infrastructure, e.g. networks, systems, and facilities required by the selected program(s), is appropriate for the RDT&E being performed.
  • Ensure information systems and networks comply with contract requirements by working with the assigned Information Assurance Manager (IAM).
  • Assist the IAM with executing IA duties.
  • Provide line supervision of the Section.
  • Mentor and guide staff growth by providing feedback through performance reviews and ensuring work assignments are consistent with staff development plan/project needs.
  • Recognize staffing, including creating requisitions, interviewing, and assisting with the hiring.
  • Manage business aspects of the sections resource allocations, charging, and planning.
  • Ensure professional interactions with a broad cross-section of staff members within and outside of APL.
  • Advise management in the area of special program security when risks and tradeoffs have a direct impact on the accomplishment of a project.
  • Represent the Lab while conducting liaison between APL, sponsors, and subcontractors.
