About The Position

The Colorado State Patrol’s (CSP) Policy and Research (PAR) unit provides administrative policy and research services to the agency’s members and CSP Command Staff. The unit also maintains agency wide forms, reports, manuals, operational bulletins and other administrative assignments in order to meet the needs of the Staff Services Branch and the organization, as well as satisfying CALEA accreditation requirements through policy development, Executive Accreditation Report (ExAR) requirements and organizational goals that are consistent with best practices within modern policing. All documents delivered by the PAR unit must be prepared and provided in a timely, accurate, thorough, professional, and well-written manner. Members of the work unit are occasionally required to travel short distances to attend stakeholder meetings. The purpose of this position is to contribute to and satisfy the requirements of the Policy & Research work unit, researching, authoring CALEA compliant policies, research best practices, creating and modifying agency forms and reports as necessary, creating operational bulletins and temporary orders, and contributing to other administrative assignments required to meet the needs of the Staff Services Branch.

Requirements

  • Six (6) years of professional experience in policy development, policy analysis, legislative or regulatory analysis, compliance, public safety administration or a closely related field, including experience researching, interpreting, developing, reviewing, and/or implementing organizational policies, procedures, or written directives.
  • OR A combination of related education and/or professional experience in policy development, policy analysis, legislative or regulatory analysis, compliance, public safety administration or a closely related field, including experience researching, interpreting, developing, reviewing, and/or implementing organizational policies, procedures, or written directives equal to six (6) years.
  • Excellent written and verbal communication skills
  • Strong team-player who can also work independently
  • Strong analytical, research, and problem-solving skills
  • Ability to manage multiple priorities and meet deadlines
  • Researching skills with the ability to fact find and summarize findings in an articulate manner
  • Ability to edit and proofread with precise attention to detail and accuracy
  • High level of professionalism, discretion, and judgement.
  • Must be Colorado resident at the time of application.
  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.
  • Requires successful completion of a background investigation that includes a polygraph exam, driving history, a fingerprint based criminal history search and drug testing.

Nice To Haves

  • Experience developing, reviewing, or implementing policies or written directives within law enforcement, public safety, regulatory, or complex organization.
  • Experience interpreting legislation, regulations, court decisions, or other legal requirements and translating them into organizational policies or procedures.
  • Experience analyzing complex issues and communicate recommendations to executive audiences.
  • Experience with CALEA accreditation standards or similar accreditation/compliance standards.
  • Experience working with Google Workspace and Microsoft Office software.
  • Experience with writing and understanding white papers.

Responsibilities

  • Researches and authors written directives on a variety of topics that affect the organization such as legislation, industry best practices, improvement opportunities, etc.
  • Ensures written directives and processes are CALEA compliant, are aligned with current law enforcement best practices and meet current legislative mandates and state and federal regulations.
  • Partners with internal stakeholders to present a unified message regarding tactical and strategic directives and initiatives.
  • Works independently and part of a collaborative team, often managing multiple assignments and deliverables all with high priorities within the agency.
  • Must manage time effectively.
  • Reviews current written directives ensuring existing written directives do not conflict.
  • Writes clear and concise written directives, guidelines and rules for performing activities within the agency.
  • Develops and modifies existing policies and guidelines to adhere to accreditation standards, current best practices and law enforcement standards.
  • Presents information, as required, orally and/or in professional written work products such as but not limited to whitepapers, briefing documents, and research papers.
  • Proofreads and edits documents, presentation materials, and other agency written directives.
  • Ensures alignment of written directives with agency strategic direction and goals and modern policing.
  • Participate in meetings, workgroups, or committees in order to conduct and report on said research and development.
