About The Position

This role provides technical support for the SPR crude oil quality program, focusing on third-party oversight, data integrity, and technical advising. The analyst will be responsible for managing contracts with inspection and analytical services, ensuring compliance with SPR crude quality standards, and supporting the end-to-end quality data flow. Key areas include developing and reviewing technical documents, advising on storage acceptability and sales blend feasibility, and managing cavern sampling programs. The position also involves representing SPR on standards development committees and coordinating sample requests and shipping.

Requirements

  • Bachelors degree and five years experience in crude oil quality/quantity testing and analysis, OR high school diploma and seven years relevant experience.
  • Working knowledge of crude oil sampling and testing requirements and procedures.

Responsibilities

  • Provide technical support for the SPR crude oil quality program, including communications with third party inspection and analytical services.
  • Develop, review, and initiate purchase requisitions and scopes of work for contracted crude oil quality testing and inspection.
  • Maintain and track working items initiated with third party inspection for adherence to project policy.
  • Provide support with the research, drafting, and implementation of technical documents, procedures, plans, and work instructions related to quality operations and data reporting.
  • Ensure compliance of SPR crude quality standards for SPR fill, drawdown and exchange across all sites, and direct third party inspection and analytical programs to ensure accuracy, timeliness, and contractual compliance.
  • Support the end-to-end quality data flow (sampling plans, chain of custody controls, validation, trending) to ensure accurate and defensible records.
  • Adhere to applicable DOE/SPR crude oil specifications and entry slates; advise on storage acceptability and sales blend feasibility in support of the Sr. Crude Oil Quality Analyst.
  • Deliver recommendations to DOE Quality management and brief internal/external stakeholders.
  • Compile and brief support materials in support of the DOE/SPR mission.
  • Develop, review, and initiate purchase requisitions and serve as the subcontract management technical representative for the cavern and gas regain sampling program.
  • Maintain, publish, distribute, and coordinate the SPR cavern and gas regain sampling schedules in conjunction with SPR engineering personnel.
  • Maintain and manage the SPR cavern and gas regain sampling budget.
  • Serve as SMTR for the cavern and gas regain sampling program.
  • Serve as the Operations liaison to the Vapor Pressure Committee.
  • Serve on both ASTM and API standards development and technical working committees as the official SPR representative.
  • Prepare various technical reports, charts, graphs and other supporting documentation at the request of operations management.
  • Coordinate DOE special sample requests (containers, preservatives, labels) and compliant hazmat shipping in collaboration with site operations, logistics and safety personnel.
  • Maintain records retention schedules and document control for quality files, assays, and datasets, and assist with DOE information requests as needed.
  • Contribute quality inputs to budget forecasts, SOWs, and procurements for inspection and analysis services.
  • Support Management of Change (MOC) reviews impacting analytical methods or logistics.
  • Maintain stakeholder contact rosters (labs, inspectors, refiners) and organizational management tiers to preserve quality continuity during emergency operations.
  • Recommend testing/procedure refinements, equipment utilization improvements, and future equipment needs to enhance reliability and throughput.
