About The Position

Amtrak OIG provides independent oversight of Amtrak’s programs and operations, working to prevent and detect fraud, waste, and abuse. The team consists of auditors, special agents, analysts, forensic examiners, lawyers, and support staff. The goal is to build a model OIG focused on independence, teamwork, work-life balance, and impactful oversight. This role serves as the primary contact and liaison between the Office of Investigations field offices and headquarters. The Desk Officer provides technical advice, coordinates and reviews field office operations and investigative work, and advises leadership on significant investigative developments, field office performance, operational and policy issues, and matters requiring leadership review. The position is crucial for maintaining investigative quality and consistency by monitoring complex and sensitive casework, assessing trends and deficiencies, coordinating headquarters actions, reviewing reports and case management data, and recommending improvements to policies, procedures, internal controls, and investigative practices. The incumbent will provide oversight and guidance to one or more field offices with substantial caseloads of complex investigations, including criminal, contracting, personnel, and ethics matters. This includes sensitive cases that may attract Congressional or media attention. The Desk Officer must stay informed of case developments and ensure that significant issues are escalated to OIG management promptly.

Requirements

  • Satisfactorily completed the Basic and Advanced Criminal Investigator Course at the Federal Law Enforcement Training Center or an equivalent.
  • Successfully completed firearms training and maintain qualifications.
  • Bachelor’s degree in business administration, Criminal Justice, or a related field, or equivalent combination of education, training, and work experience.
  • 10 or more years of criminal investigative experience.
  • Excellent written and verbal communication skills.
  • Proven analytical, problem-solving, and project management skills.
  • Proven leadership and change agent skills.
  • Ability to multi-task with attention to detail.
  • Ability to cooperate across organizational boundaries.
  • Strong interpersonal skills to interact with all levels of management, labor, external agencies, departments, or stakeholders.
  • Ability to maintain composure in stressful situations and maintain confidentiality.
  • Proficiency in data analysis and computer-based tools including Microsoft Office Suite.
  • Experience with automated case management systems.
  • Demonstrated leadership, teambuilding, training, and motivational skills.
  • Creativity, flexibility, and ability to work in a fast-paced environment with changing priorities.
  • Extensive knowledge of Federal criminal and civil law, practice, and procedure.
  • Extensive experience and knowledge of criminal investigative techniques (e.g., handling confidential informants, undercover assignments, physical and electronic surveillance).
  • Must maintain the physical standards of health required of IG criminal investigators.

Nice To Haves

  • An advanced degree from an accredited university (in an appropriate discipline).
  • Familiarity with the accountability community (e.g., OIG, GAO).

Responsibilities

  • Serve as the primary contact and liaison between field offices and headquarters, providing technical advice.
  • Coordinate and review field office operations and investigative work.
  • Advise leadership on significant investigative developments, field office performance, and operational/policy issues.
  • Support investigative quality and consistency by monitoring casework, assessing trends, and recommending improvements.
  • Provide oversight and guidance to field offices with complex investigations.
  • Ensure significant issues are elevated to OIG management.
  • Provide technical advice and recommendations on Amtrak OIG policies, procedures, operations, and Federal Rules of Criminal Procedure.
  • Coordinate requests from field offices requiring action or approval from the Inspector General or Office of Investigations leadership.
  • Support the field by querying specialized databases and presenting information.
  • Provide HQ coordination on matters such as Hotline referrals, training, FOIA/Privacy Act requests, and referrals for administrative action.
  • Represent the OIG in conferences and meetings with other law enforcement organizations and Amtrak officials.
  • Respond to inquiries from Congress, the public, and high-level Amtrak officials, preparing responses or reports.
  • Review investigative reports to identify management or operational problem areas and recommend policy changes.
  • Identify investigative deficiencies and recommend or implement corrective actions.
  • Provide technical advice and recommendations on major developments, significant problems, and resolutions to senior leadership.
  • Assist with developing reports for OI leadership, program oversight, or external reporting needs.
  • Conduct sensitive criminal and administrative investigations.
  • Participate in periodic reviews of field offices to ensure compliance with policies and standards.
  • Analyze trends and patterns across the investigative program to identify risks and opportunities for improvement.
  • Enter and review case management system data for completeness and accuracy.
  • Review investigative reports for adequacy and compliance with OIG and CIGIE policies, standards, and protocols.
