About The Position

This non-commissioned position supports law enforcement and public safety operations by collecting, analyzing, and interpreting crime and incident data to identify patterns, trends, and emerging issues. The role makes presentations on trends, prevention, and/or enforcement emphasis, and helps guide operational planning, resource allocation, investigative strategy, and problem-solving efforts through timely, accurate, and actionable intelligence. The Hiring Manager reserves the right to make changes to this posting at any time. This recruitment may be used to fill other positions of the same job classification. Once all the position(s) from the recruitment announcement are filled, the recruitment may only be used to fill additional open positions for the next six (6) months. First round interviews will tentatively be held the week of October 5th, 2026.

Requirements

  • Bachelor of Arts Degree in Criminal Justice, Public or Business Administration, Math, Finance, Information Technology or related field AND one (1) year experience working as a crime analyst or increasing responsible work experience.
  • OR Associate’s Degree in Criminal Justice, Public or Business Administration, Math, Finance, Information Technology or related field AND two (2) years of experience working as a crime analyst or increasing responsible work experience working in criminal justice, crime prevention or related field.
  • OR High School Diploma AND four (4) years experience working as a crime analyst, or increasing responsible work experience working in criminal justice, crime prevention or related field.
  • May have a combination of experience, education, and training that would substitute for the above requirements.
  • Must pass a thorough background investigation which includes polygraph, and psychological examinations.
  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without an accommodation.
  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
  • Must have the ability to get certifications for access to State and Federal records systems.
  • Must possess a valid Washington State driver’s license at time of hire OR must obtain within thirty (30) days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier.
  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
  • Knowledge of: Police Records Management Systems, GIS mapping processes, and crime prevention strategies/analysis to present detailed crime trend perspectives.
  • Knowledge of: Crime trends and analysis in a business/governmental setting.
  • Knowledge of: Modern quantitative research methods, research design, statistical analysis, frequency distribution, association matrices and link analysis.
  • Knowledge of: FBI uniform crime reporting requirements.
  • Knowledge of: Police department rank, structure, and organization, municipal ordinances, and pertinent local, state, and federal laws related to law enforcement/police department operations.
  • Knowledge of: Local government, public process, community programs, and law enforcement/police department procedures.
  • Knowledge of: Principles and practices of Geographic information systems (GIS).
  • Knowledge of: General office procedures and practices, computers and their applications, including spreadsheets, databases, and word processing systems.
  • Knowledge of: Research methods and report writing techniques; preparation and presentation of crime statistic, and narrative reports.
  • Knowledge of: Telephone and e-mail techniques and etiquette.
  • Knowledge of: Social media platforms, accounts and how information is shared amongst users.
  • Skill In: Conducting research, analyzing crime trends, and performing statistical analysis specific to these trends.
  • Skill In: Analyzing and organizing technical crime analysis information using critical thinking; developing appropriate metrics and providing analyses of such metrics for operational efficiencies; and preparing a variety of reports, logs, records, and files related to assigned activities.

Nice To Haves

  • Completion of training and certification from a crime analyst program.
  • Geographic Information Systems, 28CFR Rules and Regulations, and Gang/WaGang Gatekeeper training.

  • Possession of certificates in introduction to crime analysis, advanced concepts in crime analysis, and/or criminal intelligence.

Responsibilities

  • Supports the Operations and Investigations Divisions, informing them of crime trend data to assist with planning the deployment of resources for preventing and suppressing criminal activities.
  • Analyzes and focuses on crime trends involving criminal offenses and offenders, and provides strategic analysis focusing on ongoing problems with certain crimes, locations, and individuals to increase apprehension and decrease crime.
  • Compiles complex data and tracks and reports criminal analysis utilizing multiple means.
  • Extracts crime analysis data from a variety of sources available to the department, including the records management system, government databases, commercial databases, daily jail booking, roster reports, and open-source searches.
  • Develops and produces crime maps using geographic information systems (GIS) applications and conducts spatial analysis of crime data.
  • Collects, assembles, analyzes, and evaluates facts to draw logical conclusions and make proper recommendations.
  • Prepares clear, concise, and comprehensive written reports that require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.
  • Develops crime summaries, profiles, statistical reports, spreadsheets, charts, and other related materials to track and present findings.
  • Provides the analysis of collision data for traffic enforcement emphasis, and the analytical support for community policing and crime prevention programs.
  • Provides excellent internal and external customer service (i.e., with other jurisdictions and/or the community), responding to changing customer needs and helping customers implement complete solutions.
  • Initiates target profile analysis, generates investigative leads, and creates informational reports and visualizations.
  • Maintains confidentiality of sensitive law enforcement information and other confidential department information.
  • Provides accurate, timely, and relevant analysis of crime patterns and trends to patrol and detectives that aid in the efficient deployment of department resources.
  • Attends department meetings, shift briefings, and local/regional crime analyst and detective meetings to provide and receive information on current crime series and trends.
  • Shares information with department personnel for increased awareness, response planning, or investigative support.
  • Maintains current knowledge of crime analysis practices, tools, and technologies through ongoing training and professional development.
  • Performs other duties as assigned.
