About The Position

The Riverside County Department of Waste Resources is looking to fill multiple Crew Lead Worker positions. The incumbent will work with Traffic Control and Waste Recycling based out of the Badlands and/or Lamb Canyon Landfill in Beaumont. The Crew Lead Worker will instruct and lead large work crews, typically made up of County employees, volunteers and participants of court mandated work release programs, in performing small construction and maintenance duties and labor intensive tasks such as cleaning up illegal dumping areas, cutting fire breaks, remodeling buildings, traffic direction at landfill sites, recycling activities at landfill sites and constructing drainage systems. These activities may require the operation of various tracked and/or wheeled motorized construction equipment requiring relatively simple forms of manipulation and coordination such as loaders, skid steer, backhoe, mowers, and small dozers (up to and including a D-6 dozer). Incumbents are required to maintain safety and security of job sites; prepare detailed documentation and/or reports of Traffic Control and the Waste Recycling Section and court mandated documentation on attendance and participation of work crews. Competitive candidates will have experience handling hazardous materials (antifreeze, batteries, oils, paint, and e-waste) and operating heavy equipment such as dump trucks, roll-off trucks, front-end loader and skid steers. This position follows a 4/10 schedule, with rotating Saturdays. A California Commercial Class A or Class B or a permitted California Commercial Class A or Class B driver license is required when applying.

Requirements

• Graduation from high school or attainment of a satisfactory score on a G.E.D. test is required within six months of employment.
• Three years in maintenance, construction, recycling, traffic direction or other similar work which required at least occasional operation of construction equipment.
• A California Commercial Class A or Class B or a permitted California Commercial Class A or Class B driver license.
• Applicants advancing to the interview stage will be notified to submit a CA DMV Driving Report, generated within the last 30 days. Current County employees are not required to provide a DMV Driving Record.
• The tools, materials, methods, and equipment commonly used in public works construction and maintenance; safety rules, operation, maintenance, capacities, and limitations of construction and maintenance equipment.
• Coordinate, lead and direct the work of others; perform a variety of maintenance and construction tasks; follow oral and written directions; prepare records, forms and documentation; prepare incident reports in a brief and concise manner describing material factors or evidence and events of the incidents; establish and maintain effective working relationships.
• The Crew Lead Worker operates outdoors and is exposed to inclement weather, and other environmental conditions.
• The responsibilities require moving heavy materials such as mattresses, refrigerators, e-waste, paint buckets, oil buckets and maintenance and construction materials, and will also require that the incumbent walk on uneven ground or wet surfaces with or without reasonable accommodation.
• This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment).
• Reference checks from former DOT regulated employers are also required.
• Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.
• Applicants must be legally authorized to work in the United States at the time of application.
• All employment offers are contingent upon successful completion of pre-employment requirements including a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

Responsibilities

• Instruct and lead crew workers in work methods and practices on a variety of projects; maintain safety and security of job site.
• Operate a three-axle dump truck or other sized truck-type equipment in the construction, maintenance, and repair of public work facilities; operate dump truck or roll off truck to haul construction materials, recycled materials from landfill sites, supplies, and equipment; operate tank truck to spray water, oil and chemicals; may operate low-bed or trucks with trailers in hauling equipment or materials.
• Operate small tracked and/or wheeled motorized construction equipment (up to and including forklifts, backhoes, mowers, loaders, and a D-6 sized dozer).
• Evaluate efficiency and appropriateness of assigned duties, recommend improvements and report on progress of work to higher level personnel as needed.
• Prepare and maintain accurate records on materials and equipment usage, and employees and work release program participants' attendance and behavior.
• Refer complaints, problems or issues to higher level personnel.
• May operate equipment and vehicles assigned to projects including buses in transporting personnel.
