About The Position

This is a technical position responsible for video productions and editing for the Office of Communications. Work involves video taping events throughout the City, and creating video and audio content as it pertains to the City’s digital content strategy. An employee in this classification edits content using video editing equipment and adds graphics and sound to productions. Work is assigned by the demand of public information programs to be aired on the City’s government television channel and posted on social media platforms. Work involves the consistent exercise of discretion and judgment in its performance. Employees in this class are responsible for operating video cameras in the field, and studio cameras in a television studio. An employee in this classification reports to the Director Office of Communications or designee.

Requirements

  • A minimum of 60 college credits and two (2) years experience in video production, graphic design and editing.
  • A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.
  • Must be willing to work flexible hours including evenings, weekends and nights.
  • Applicants, including City of Miami employees, must upload copies of the following required documents with the employment application.
  • A minimum of 60 college credits . Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency.
  • If degree/diploma does not reflect the academic major on its face, transcripts must be submitted.
  • If submitting transcripts, submitted transcripts must include the following: student's name, school name, number of credits, degree completion, and major.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: H igh school diploma or its equivalent, transcript showing 60 college credits, or an Associate's degree or higher.
  • Copy of valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
  • Applicants, including City of Miami employees, must completely detail their work experience on the employment application or risk being disqualified.
  • Applicants must provide a valid email address in order to receive notification of eligibility.

  • Ability to read and write in Spanish is highly preferred.

Responsibilities

  • Consults with operational personnel throughout various departments to create customized content to fulfill City’s priorities and goals.
  • Performs duties involving studio set-up, video duplication, direction of studio and field production, video graphics and character generation; and streaming live video for TV and social media.
  • Operates and maintains photographic equipment, ensuring they are in good serviceable condition and periodically repaired when needed.
  • Operates video equipment to gather images and interviews in the field; later editing into finished programming for City of Miami Television and social media platforms.
  • Operates studio cameras to video tape studio programs and a variety of meetings at City chambers.
  • Operates video editing equipment (non-linear editing) to finish programs.
  • Operates computerized video editing equipment to finish programs per script; uses editing techniques including scene pacing and timing, shot transitions, graphics, and digital effects.
  • Utilizes studio and field lighting to achieve technical and artistic levels of lighting necessary for obtaining good video images.
  • Assists various City departments in obtaining photographs to be used in conjunction with written material.
  • Maintains digital assets and controls public access to photo files; photographs individuals, scenes or events of public interest and value.
  • Records and edits visual/audio projects such as live podcasts, including selecting program format for final output, capturing/importing media, organizing raw media, editing footage and sound files, creating and inserting static and motion graphics, titling, adding music/voice-over/sfx, media management and archiving project media.
  • Assembles various microphones, audio mixers with speakers, and lighting equipment for different production platforms.
  • Scans, edits, and prepares photos for use in publications, presentations, websites, etc.
  • Performs other related work.
