About The Position

As the CRA Officer, you are responsible for developing, implementing and administering all aspects of the Bank’s Community Reinvestment Act (CRA) programs. The CRA Officer ensures the Bank maintains a Satisfactory or better CRA regulatory rating and is in compliance with the federal Community Reinvestment Act, implementing regulation, and applicable regulatory guidance. In this role, you will partner with Bank Management, develop, present, and obtain business and budget approval for the Bank’s annual CRA performance plan. As the CRA Officer, you will work with government officials and community leaders in the Bank’s CRA assessment area. You will chair the CRA Committee and assist the CRA Steering Group. This role is highly visible in the bank and requires a high level of professionalism and self-awareness. In this role, you are required to be extremely flexible to meet the overall demands of the department and ultimately the Bank.

Requirements

High school diploma or equivalent required.
Prior banking experience with a thorough awareness/understanding of the CRA required.
Hands-on involvement with CRA related data collection and community development activities required.
Skilled in the selection, development and management of vendors and community partners.
Possess solid knowledge of CRA Regulatory Compliance requirements.
Ability to read, interpret and analyze documents.
Ability to effectively work with various personalities.
Ability to think analytically and strategically.
Ability to work independently and with a team.

Responsibilities

Develop, present, and obtain business and budget approval for the Bank’s annual CRA performance plan, including periodic review of the appropriateness of the Bank’s CRA assessment area geographics.
Responsible for the execution of the CRA performance plan coordinating third party vendors/partners and bank staff in the delivery of CRA investments, loan and deposit products and services in our CRA assessment areas.
Through contact with government officials and community leaders in the Bank’s CRA assessment area, identify credit and services needs within the community and work with senior management to develop programs and set goals to meet such needs as are identified, within the context of the Bank’s business model and peer performance.
Collect, maintain, analyze and report data on the Bank’s CRA information to identify any gaps or areas of improvement for all assessment areas.
Maintain and track Bank service and volunteer activities.
Identify and select community development partners.
Participate in community outreach and financial literacy efforts.
Work with the Bank’s Accounting staff to ensure delivery of CRA qualified investments, grants and donations.
Assist the Chief Financial Officer in grant administration.
Work with the Chief Regulatory Officer in addressing CRA related issues or concerns.
Creates, updates, and maintains continuous records of CRA qualified products delivered, such as loans applied for and originated, services provided within the CRA assessment area to facilitate periodic review of the Bank’s CRA compliance level and CRA performance, and self-evaluation.
Updates the CRA Public File as needed.
Maintain reporting and analytics.
Maintain CRA reporting software, ensure accuracy of data input, and file annual report in a timely manner.
Evaluate and examine Bank peer group analysis.
Chair the Bank’s CRA Committee.
Maintain an ongoing monitoring program which will provide management with timely information about the Bank’s CRA compliance position and gaps in CRA delivery of services, products, and investments through the CRA Steering Group to allow management to modify its goals and activities as required to maintain a Satisfactory CRA compliance rating.
Participate in the implementation of changes that are required based on any changes related to CRA, and participate or oversee other projects and actions as directed from time to time by the Chief Regulatory Officer or Senior Regulatory Officer.
Travel to conferences, training, and, as needed, branches which may require overnight stays.
Maintain compliance with regulations and bank policies and procedures, including the Bank Secrecy Act (BSA) and the Office of Foreign Assets Control (OFAC) requirements.

Complete other duties as assigned as determined by management to be reasonable and beneficial.
