About The Position

The objective of this position is to ensure the accuracy of court costs, fines and fees between the courtroom, operations and finance department. This role involves working in close communication and collaboration with Courtroom Clerks, Coordinators, Finance and IT to ensure the accuracy of costs, fines and fees. The specialist will remove and update money from cases, perform research on historical case balances, and monitor updates to fee schedules and collection jobs. They will also serve as a first-line supervisor, maintain statistical data, and act as a liaison between Operations, IT, and Finance. Additionally, the role involves reviewing and reconciling financial records, monitoring and resolving issues with event listings, investigating internal complaints regarding costs, fines, and fees, and attending meetings with stakeholders. The specialist will assist management with planning, scheduling, coordinating daily activities, and training staff on business processes. They will recommend changes in business processes and update standard operating procedures, as well as monitor and evaluate State of Tennessee and Shelby County compliance. Other related duties may be required.

Requirements

  • Five (5) years’ experience in an increasingly responsible administrative capacity, of which three (3) years' experience in a lead or supervisory role.
  • Bachelor’s degree from an accredited college or university in public or business administration, criminal justice, education, or closely related field; OR An equivalent combination of related education and/or experience.
  • Knowledge of administrative functions, policies, and procedures of the clerk's office.
  • Knowledge of costs, fines, and fees from an internal perspective.
  • Ability to coordinate and direct the activities of assigned personnel.
  • Ability to work with co-workers, judges, and public citizens with courtesy and tact.
  • Ability to issue and follow oral and written instructions.
  • General knowledge of supervision and personnel management practices.
  • Knowledge of various legal documents issued by the court.
  • Ability to write legibly on legal documents and court files.
  • Ability to maintain an accurate system of records.
  • Good organizational and communication skills.
  • Must be a resident of Shelby County (hired after September 1, 1986).

Responsibilities

  • Ensure the accuracy of court costs, fines, and fees between the courtroom, operations, and finance department.
  • Remove and update money from cases to ensure the accuracy of customer payments.
  • Perform research on historical case balances based on offense and classification to determine costs.
  • Monitor updates to fee schedules and collection jobs and document resolution.
  • Provide direction related to implementation and ongoing training of business processes.
  • Serve as a first-line supervisor allocating staffers to test and review JIRAs.
  • Maintain and keep statistical data, production logs, and issue tracking.
  • Serve as liaison between Operations, IT, and Finance.
  • Review and reconcile financial records with courtroom and accounting staff.
  • Monitor and resolve issues with event listings where fees are associated to accuracy.
  • Investigate all internal complaints with respect to cost, fines, and fees.
  • Attend meetings with stakeholders documenting cases and transactions.
  • Assist management with planning, scheduling, coordinating daily activities, and ongoing training/education of business processes to communicate with staff.
  • Recommend changes in business process and techniques as required by Odyssey, and update standard operating procedures by managers and IT.
  • Monitor and evaluate the State of Tennessee and Shelby County compliance.
  • Perform other related duties as required or directed.
