About The Position

The Defense Intelligence Agency (DIA) Joint Counterintelligence Training Activity (JCITA) program is the crown jewel of the Department of Defense (DoD) and Intelligence Community (IC) enterprise in enabling CI personnel in their mission to protect our nation from adversarial threats. CI Agents' abilities to counter espionage, terrorism, and insider threats hinge upon JCITA's advanced CI training. We are currently in need of a Ubiquitous Technical Surveillance (UTS) instruction. You are responsible for providing world-class Ubiquitous Technical Surveillance (UTS) instruction. Plan, develop, and execute training certification for CI Special Agents to gain advanced knowledge to conduct Cl collection and operations in accordance with applicable laws, strategies, and policies in a UTS environment. Deliver classroom-based instruction and assess student performance in field exercises that frequently exceed an 8-hour day, includes weekends, and requires travel within the NCR and CONUS.

Requirements

  • TS/SCI with Poly or TS/SCI with ability to obtain poly.
  • Must be a graduate from an accredited CI Special Agent credentialing school and an advanced source handling course.
  • Must have demonstrated expertise in UTS verifiable through demonstrated knowledge attained through a combination of industry training, DoD training, or academia; demonstrated skills attained through verifiable assignments exercising increased levels of responsibility; demonstrated abilities through attaining DoD or Federal Government recognized UTS training.
  • Examples of this training include: UTS Tradecraft Seminar, UTS Foundational Operations Course, Emerging and Disruptive Technologies, Technical Signals and Security Countermeasures, or Technical Tradecraft for HUMINT.
  • Experience in CI Collection or Offensive CI Operations, CI/l-IUMINT Targeting, Threat Finance, or Offensive Technical Operations.
  • Five (5) years' experience adapting CI Collection or Offensive CI Operations to a UTS ecosystem.
