About The Position

The State of Connecticut, Department of Administrative Services (DAS), is now accepting applications for an exciting Counsel and Compliance Officer (Executive Assistant 1) role. The Counsel and Compliance Officer is a collaborative and trusted partner responsible for reviewing agency-wide processes and procedures, evaluating best practice and risks, conducting administrative hearings, and providing strategic recommendations to the Commissioner and executive staff to support continued adherence and compliance to state statutes, laws and regulations. They will recommend operating and process improvements; coordinate compliance with new and existing statutory requirements, and act as the liaison to the Auditor of Public Accounts.

Requirements

  • Must be admitted to practice law in the State of Connecticut

  • Experience working with entities to ensure compliance with statutes, regulations, manuals, policies and procedures
  • Experience providing legal advice and counsel to executive-level leadership
  • Experience with CHRO, FOI, and litigation
  • Experience working with key stakeholders across organizations or agencies, administering and implementing projects that have statewide impact
  • Ability to articulate goals and objectives and effectively engage with a wide variety of constituents at all levels
  • Ability to write legal documents, investigatory reports, policies, and procedures
  • Experience conducting administrative hearings

Responsibilities

  • Conducting risk assessments
  • Providing recommendations on risk management
  • Representing the agency at administrative hearings, including CHRO and FOIC
  • Conducting administrative hearings in accordance with the Uniform Administrative Procedures Act (UAPA)
  • Negotiating and drafting legal documents, such as investigatory reports, contracts, MOUs, MOAs, and policies and procedures
  • Supervising assigned staff
  • Performing other related duties as required
