About The Position

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to provide construction cost services for large-scale, multi-site data center campus developments in the Phoenix, AZ area. This role involves supporting projects with multiple high-capacity facilities, associated site infrastructure, and phased construction delivery within a growing regional market. The ideal candidate will be driven, detail-oriented, and committed to delivering high-quality cost management while upholding Turner & Townsend’s purpose and values.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
  • 3–5 years of experience in construction cost management.
  • Experience supporting medium to large-scale construction projects.
  • Strong knowledge of procurement, value management, and cost control practices.
  • Strong communication and stakeholder management skills.

Nice To Haves

  • Data center, industrial, or mission-critical projects experience.
  • Construction consultancy experience strongly preferred.
  • RICS accredited or working toward accreditation is preferred.

Responsibilities

  • Advising client on procurement strategies, managing vendor prequalification, assessing proposals, bids, and bid leveling documents, and supporting contractor appointment processes.
  • Manage estimating services across full project scope, including developing and reviewing estimates, presenting cost plans, and validating vendor pricing against benchmark data.
  • Lead cost reporting by establishing reporting schedules, reviewing forecasts, managing budgets, and maintaining commercial risk registers.
  • Manage cost control processes, including payment application reviews, contractor entitlement recommendations, and change order assessments.
  • Support dispute prevention and resolution related to payments, change orders, and contracts.
  • Manage and monitor invoicing processes.
  • Benchmark cost performance across similar projects and programs.
  • Lead final accounting, post-contract audits, and project close-out activities.
  • Facilitate post-project reviews and incorporate lessons learned into best practices.
  • Develop and maintain project handover procedures.
  • Utilize cost management tools including bid analysis, change control documentation, and estimating software.
  • SOX control responsibilities may be part of this role, which must be adhered to where applicable.
