About The Position

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to provide commercial management, cost control, and estimating services on a global technology client’s expanding data center construction program. This is a client‑facing role, requiring strong communication skills and the ability to operate confidently with owners, contractors, and design teams.

Requirements

  • Onsite role (San Antonio / Texas region), with potential for hybrid flexibility once established with the client.
  • Strong post‑contract administration and change management experience.
  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related field.
  • 6+ years of cost management / quantity surveying experience, ideally on large‑scale data centers, mission‑critical, infrastructure, or complex commercial projects.
  • Ability to manage multiple concurrent projects.
  • Proficiency with Procore, Bluebeam, Sage, or similar cost management tools.
  • Strong understanding of construction contracts, procurement strategy, and risk management.
  • Familiarity with data center construction, including MEP systems and and structural works
  • Excellent communication, negotiation, and stakeholder management skills

  • MRICS / PQS accreditation strongly preferred.

Responsibilities

  • Act as a client‑facing commercial partner, clearly communicating cost status, risks, and recommendations to stakeholders.
  • Prepare and present cost plans, estimates, funding summaries, and cash flow forecasts for large‑scale data center projects.
  • Collaborate with design teams, A/Es, and general contractors to support cost development and design progression.
  • Drive engineering and design decisions by assessing and communicating cost, risk, and schedule impacts.
  • Lead pre‑ and post‑contract cost management, ensuring accurate forecasting, contingency management, and reporting.
  • Coordinate all cost inputs, including supplier pricing, subcontractor data, and direct procurement, to ensure accuracy and transparency.
  • Validate GC and subcontractor cost submissions, including pricing, quantities, and supporting documentation.
  • Estimate, negotiate, and reconcile change orders and variations in line with contract terms and client expectations.
  • Maintain commitment, contingency, and forecast models, tracking performance against approved budgets.
  • Manage interim valuations and cost checks to ensure timely and accurate commercial administration.
  • Support post‑contract cost variance analysis and final account agreement.
  • Participate in value engineering workshops to optimize cost while meeting performance and schedule requirements.
  • Proactively resolve cost, scope, and schedule issues with minimal supervision.
  • Prepare executive‑level cost reports and written commentary on contractor submissions and commercial risks.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
