About The Position

Turner & Townsend are seeking an experienced Cost Manager and/or Quantity Surveyor to support the delivery of a large‑scale, technically complex construction program in the Midwest. This role will work closely with senior cost managers and project stakeholders to provide high‑quality, value‑driven cost management services across the project lifecycle. The position operates in a collaborative, multinational project environment and requires strong communication skills and attention to detail. Requirements

  • Bachelor’s degree in Construction Management, Quantity Surveying, Cost Management, Engineering, or a related construction discipline.
  • Approximately 3–7 years of relevant experience in a cost management or quantity surveying role within the construction industry.
  • Experience supporting cost management on mission‑critical or technically complex construction projects is strongly preferred.
  • Exposure to trade‑level and package‑specific cost management, including subcontractor pricing and change management.
  • Previous experience within a construction consultancy environment is preferred.
  • Working knowledge of procurement routes, cost planning, and value management principles.
  • Professional working proficiency in Korean and English is required, to support communication with Korean‑speaking project stakeholders and documentation.
  • Strong written and verbal communication skills and the ability to operate in a client‑facing team environment.

Nice To Haves

  • RICS accreditation or progress toward chartership is advantageous but not required.

Responsibilities

  • Support day‑to‑day cost management activities and assist with client, contractor, and design team interactions.
  • Assist with cost planning, estimating, and forecasting from early works through major construction phases.
  • Review, assess, and support the evaluation of change orders across multiple construction trades.
  • Participate with the design services team and contractors in the development and reconciliation of cost estimates.
  • Assist in managing valuations, cost checks, contingency tracking, and commitment logs.
  • Gather and coordinate cost data from subcontractors, suppliers, and design teams.
  • Support the preparation of written comments on contractor submissions and cost reports, including executive summaries.
  • Contribute to cost‑informed decision‑making by identifying potential cost, risk, and value impacts.
  • Support post‑contract cost variance analysis and formal change control processes.
  • Assist with the review of contractor and subcontractor pricing and participate in commercial discussions as required.
  • Contribute to value engineering and cost optimization exercises with project stakeholders.
  • Help prepare accurate monthly cost reports and funding data presentations for client review.
  • Maintain organized cost records, benchmark data, and audit documentation.
  • Use internal systems to support fee tracking, forecasts, and financial reporting.
  • Work collaboratively within a multidisciplinary team while developing independent problem‑solving capabilities.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
