About The Position

This position is onsite at Hickam Air Force Base, Hawaii (Joint Base Pearl Harbor-Hickam), requires a CAC, and a favorable Tier 1/NACI-SF85 background investigation. Develops defensible cost estimates and programming documentation for Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) projects. Supports financial feasibility, project justification, and investment planning for installation infrastructure requirements.

Requirements

• This position requires a Common Access Card (CAC), the ability to pass the U.S. Department of Defense (DoD) clearance to acquire a Common Access Card (CAC).
• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
• Must pass pre-employment qualifications of Cherokee Federal.

Nice To Haves

• Experience with PACES, NexGen IT, TRIRIGA, DD Form 1391 development, SRM, and MILCON programming.
• Certified Cost Professional, Certified Cost Estimator/Analyst, or comparable professional certification.
• Experience preparing life-cycle cost and economic analyses for DoD facilities and infrastructure.

Responsibilities

• Develop, review, and refine project cost estimates and DD Form 1391 cost-estimate blocks.
• Use PACES, approved DoD and Air Force estimating tools, and historical data to produce parametric and detailed estimates.
• Prepare life-cycle cost analyses and economic analyses, including repair-versus-replace and alternative-comparison assessments.
• Support development of project justification documentation for high-value or complex projects.
• Validate cost estimates for projects on the Integrated Priority List and within the Comprehensive Planning Platform.
• Coordinate with Community Planners and AMP managers to ensure planned requirements are financially feasible and programmed within the Future Years Defense Program.
• Prepare annual cost-estimate validation reports.
