About The Position

Turner & Townsend is seeking a detail-oriented Cost Engineer to join our Project Controls team. The successful candidate will apply best practices to support accurate budgeting, forecasting, and control across major capital projects. This role is ideal for a professional who understands the full cost engineering lifecycle, from conceptual estimating through project closeout, and who values rigor, transparency, and data-driven decision-making. Work in office mandatory (Houston, TX).

Requirements

  • Proficiency in analyzing data to identify trends, patterns, and insights.
  • Strong attention to detail with a high level of accuracy in cost and financial reporting.
  • Familiarity with contract types (lump sum, cost-reimbursable, unit rate) and their cost control implications.
  • Advanced Excel skills and SAP experience are mandatory.
  • Managing multiple tasks and meeting deadlines under pressure.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Bachelor's degree in engineering, Quantity Surveying, Finance, Business Administration, or a related field.
  • 5-10 years of post-grad professional experience in cost engineering, financial analysis and reporting, or project controls.
  • Strong analytical, organizational, and effective communication skills.
  • Experience in a fast-paced, dynamic environment.

Nice To Haves

  • Experience using data visualization tools like Power BI is a plus.

Responsibilities

  • Establish and maintain the CBS and project’s WBS.
  • Perform cost control and forecasting, including variance analysis, trend identification, and change management in line with best practices on cost/schedule integration.
  • Prepare monthly cost reports, cash flow forecasts, trend analysis, VOWD, and executive-level dashboards summarizing project financial health.
  • Collaborate with Planning/Scheduling, Procurement, and Project Management teams to ensure integrated cost and schedule control.
  • Track contracts and purchase orders invoices, trends, change requests, and commitments against approved budgets.
  • Support risk analysis and contingency determination using quantitative methods. Manage contingency and reserve.
  • Apply Earned Value Management principles to measure project performance, calculating CPI, SPI, EAC, ETC, and variance at completion.
  • Reconcile invoices and Sox control.
  • Ensure compliance with company procedures and industry best practices for cost engineering and project controls.
