About The Position

Turner & Townsend is seeking a Cost Controller to implement, administer, and maintain cost control systems and procedures. This role involves tracking project budgets, commitments, expenditures, and forecasts for projects of medium complexity and value. The Cost Controller will also prepare and review cost estimates, provide cost information to support decision-making, evaluate fee proposals, and manage cost reports. Additionally, the role supports schedule development, reporting tools, and data analysis, including earned value evaluation. Responsibilities include building complex spreadsheets, extracting and transforming data, and reconciling data for accuracy and audit trails. SOX control responsibilities may also be part of this role.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction.
  • Minimum 3-5 years of relevant experience working in a cost management role in the construction industry.
  • Experience supporting cost management on medium or large sized construction projects.
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.
  • Strong communication skills.

Nice To Haves

  • Market sector experience: Experience working on large-scale Life Sciences projects or similar preferred but not required.
  • Software specific requirements: Experience of using project controls tools (such as Contruent/Prism or Ecosys) or PMIS highly desirable
  • Certification requirements: Relevant industry certification preferred
  • Construction consultancy experience is strongly preferred.

Responsibilities

  • Implement, administer and maintain cost control system and procedures to track project budgets, commitments, expenditures and forecasts for projects of medium complexity and value
  • Assist in the preparation and review of cost estimates
  • Provide cost information to support decision and alternative selection
  • Evaluate and analyze fee proposals / bids and provide recommendation for decision making
  • Provide forecasts and cash flow analysis
  • Maintain and manage the cost report and provide regular updates on financial position.
  • Assist in the development, validation and maintenance of the project schedule.
  • Assist in developing reporting tracking tools and generating cost reports on a regular basis, including evaluation of earned value.
  • Build intricate spreadsheets to enable fast and accurate data manipulation of large datasets.
  • Extract data from several sources, transforming it to fit operational needs.
  • Reconcile data to support complete accuracy and create a clean audit trail.
  • Operate Project Controls software by developing WBS, uploading financial data from SAP, and updating forecast based on inputs from various project stakeholders; Produce monthly cost report packages for multiple projects
  • Develop/manage effective Work Breakdown Structure that meets each project needs while adhering to client standards.
  • Review contractor work progress submissions and invoices to ensure consistency with approved forecasts and budgets
  • Use existing Client SAP reports as a tool to gather data for cost reporting (actuals and commitments).
  • Manage/maintain Project Change Logs and provide reporting
  • Update the project cash flow in the Client portfolio management system
  • Review and participate with the design services team and construction manager, in the development of the cost estimates.
