About The Position

COLSA is seeking a Senior Cost Analyst/Estimator to provide expert cost analysis and estimation support for government programs. This role involves developing, documenting, and defending cost estimates throughout the acquisition lifecycle, from initial concept to disposal. The ideal candidate will possess a strong understanding of cost estimating principles, government acquisition processes, and various cost estimating tools and databases. You will work closely with Integrated Product Teams (IPTs), program managers, and other stakeholders to ensure realistic and objective life cycle cost estimates are produced in a timely manner.

Requirements

  • Previous experience with Automated Cost Estimating Integrated Tools (ACEIT)®.
  • Previous experience with other estimating tools such as: PRICE “TruePlanning” parametric modeling, Constructive Cost Model (COCOMO), and Oracle Crystal Ball.
  • Previous experience with Air Force maintained databases such as Air Force Total Ownership Cost (AFTOC) and Reliability and Maintainability Information System (REMIS).
  • Ability to use WInsight or other Government-provided software to coordinate work scope, schedule, and cost goals to objectively measure progress and evaluate weapon system contractor contract performance reporting data.
  • Experience with Integrated Baseline Reviews (IBRs) and assessing the Performance Measurement Baseline (PMB).

  • Experience with Earned Value Management (EVM) and analysis techniques.

Responsibilities

  • Assist with the preparation and adherence to estimating schedules in coordination with the Government PM, conforming to acquisition timeline requirements.
  • Develop Program Office Estimates (POEs) based on established procedures, detailing expected dollar costs for tasks or items.
  • Coordinate with IPT members on the program's technical baseline, perform data collection and analysis, and document results.
  • Assess current and future program efforts, estimate costs, adjust POEs for program changes, and produce objective, realistic life cycle cost estimates.
  • Document, brief, and reconcile estimate results, including development, procurement, sustainment/operations and support (O&S), and disposal costs, reflecting program CARD for MDAPs/MAIS or technical baseline for other ACAT programs.
  • Ensure O&S estimates include costs by WBS, fiscal year, and appropriation, along with a risk assessment of cost drivers.
  • Ensure POEs are prepared and documented in accordance with AFI 65-508 and AFMCI 65-201.
  • Ensure POEs pass Government Cost Chief review and an annual Cost and Economics Division (AFLCMC/FZC) Sufficiency Review.
  • Develop, maintain, and provide ongoing sustainment of a directorate cost data repository.
  • Receive, review, catalog, store, and retrieve all cost reports, cost data, and completed cost estimates.
  • Provide status of efforts related to the cost repository during Program Management Reviews (PMRs).
  • Ensure the system meets applicable electronic records management (ERM) requirements with appropriate file plan, structure, and disposition statements.
  • Ensure the repository is intuitive and easy to use, leveraging document management systems technology (e.g., SharePoint).
  • Develop life cycle cost estimates including Engineering and Manufacturing Development (EMD), production, and sustainment phases.
  • Perform excursions (major and minor) to existing program cost estimates, including program restructure/re-baseline, new capabilities/technology insertion, quantity changes, and funding adjustments.
  • Analyze weapon system contractor proposals, develop recommendations, communicate results to the US Government, and defend them until contract award.
  • Provide direct support to RFP development and participate as a member of the source selection team, reviewing and documenting results.
  • Develop and brief Independent Government Cost Estimate (IGCE) and Government Estimates of Most Probable Cost (GEMPC).
  • Assist in the development of Program Objective Memorandum (POM) inputs and other financial documents.
  • Assist in assessing risk associated with current versus proposed forces and related support programs, providing requisite capabilities within a balanced program, weighted by mission area needs.
  • Examine the balance between mission area needs (e.g., force structure vs. support) and the balance between current and future capabilities.
  • Assist in integrating operational requirements with projected fiscal, manpower, and materiel resources, balancing readiness, sustainability, force structure, infrastructure, and modernization requirements.
  • Assist in the development of the program's initial Cost Analysis Requirements Description (CARD) and updates, ensuring sufficient information for life cycle cost estimates using DoDI 5000.02 guidance.
  • Use WInsight or other Government-provided software to coordinate work scope, schedule, and cost goals to measure progress and evaluate contractor performance reporting data.
  • Provide financial results, schedule results, and predictions to program office leadership.
  • Assist program offices in performance analysis of CPRs, CSSRs, CFSRs, and CCDRs.
  • Train integrated baseline teams, surveillance review teams, and multifunctional IPTs on EVM and analysis techniques.
  • Assist in Integrated Baseline Reviews (IBRs) by assessing the Performance Measurement Baseline (PMB), including scope, management, risks, and corrective actions.
  • Evaluate and report the status of total program cost, schedule, and performance, as well as program unit cost and unit cost breach information.
  • Evaluate and report actual program problems, warn of potential issues, and describe mitigating actions.
  • Provide direct cost service support during acquisition milestone decision points for MAIS programs, MDAPs, ACAT II, ACAT III, non-ACAT programs, and Clinger-Cohen Act compliance.
  • Participate in ORI exercises as an IPT member, developing cost estimates and associated documentation.
  • Provide direct cost estimating and analysis assistance to the Government’s formal Analysis of Alternatives (AoA) process.
  • Maintain the integrity of financial databases (e.g., REMIS) by assisting with reconciliation and Basis of Estimate (BOE) information.
  • Support mandatory Cost and Software Data Repository (CSDR) requirements (e.g., 1537s) for all programs.
  • Provide support for Procurement Documents (PDOCs), Research, Development, Test and Evaluation Documents (RDOCs), Capital Investment Report, GAO and AFAA reviews/audits, Acquisition Program Baseline (APB), award fee plans, award fee boards, MARs, CCaRS, should cost analyses, and cost capability analyses.
